Sticky problem

I always drive along Jl. Tanah Abang on my way to my office
and I have to pass under a flyover which is still under
construction. On Feb. 6, when I arrived at the office I found
that my car was spotted with cement. It required heaps of hard
work to clean the splattered cement from the car.

I would like to know who is responsible for this mishap.
