Subarticle two of Article Two of Presidential Decree No.
50/1998 on the stipulation of restricted traffic areas in the
capital city of Jakarta says that the measure is " ...designated
for vehicles... (used by those) working or having their
businesses at sites located along certain roads set forth in this
presidential decree."

So, the enforcement of this presidential decree does not apply
to all residents using the roads in question. The problem is how
to regulate things properly in this regard. Unless such a
regulation is introduced, it may go down in history as the one
presidential decree never enacted to the letter.

There may lie behind the idea to overcome traffic congestion a
little wish to get another source of income for the region. As a
housewife, I know only too well how difficult it is to manage a
household without adequate financial support.

So, if those targeted are business tycoons or well-off people,
then they may not need to buy stickers. Don't they usually go
home late at night?

Therefore, in order that the application of the car sticker
system does not end up being wide off the mark, the stickers must
not be too expensive. In addition, there must be different
stickers for use in the morning and the afternoon.

One thing that needs special attention is to prevent the use
of forged stickers. In a situation where almost everybody is
feeling the pinch of the economic crisis, there will be many
people who will show their bigger love for the rupiah in ways
that are not praiseworthy.

Last but not least, it must always be remembered that
corruption and collusion will become rife once living costs soar.
