At a time when the government has eradicated various kinds of regional taxes, the Jakarta Administration has introduced a new kind of tax (?), a sticker system in lieu of the so-called three- in-one system to use Jl. Thamrin and Jl. Sudirman.

I wonder what the legal basis is for the sticker system. I fear that the system will be imitated by other regional administrations. Can it be justified?

If I remember correctly, the 1945 Constitution says that all collections of money from the people in the government's interest has to be based on law. And if indeed the streets in those areas are to be turned into a kind of toll road, there should be alternative roads leading to the same destinations.

Are there any readers who can enlighten me?
