Jakarta, CNBC Indonesia – Finance Minister Purbaya Yudhi Sadewa has imposed a provisional antidumping duty of 17.5% on imports of hot-rolled non-alloy steel coils from Wuhan Iron and Steel Co Ltd. The regulation, outlined in Ministry of Finance Regulation (PMK) No. 32 of 2026, takes effect five days after issuance on 22 May 2026 and remains in force for six months. As stated in Article 6 of PMK 32/2026, the measure will be applied for six months from its effective date. Previously, under PMK 103/2024 signed by former Finance Minister Sri Mulyani Indrawati, Wuhan Iron & Steel faced a 0% antidumping duty, while other Chinese firms were charged 20%. The new regulation follows an investigation by Indonesia’s Antidumping Committee, which found evidence of dumping by Chinese steel producers that caused injury to domestic industry, with a causal link established between the dumping and the harm. The affected products include hot-rolled non-alloy steel coils with a width of 600mm or more, uncoated and ungalvanized, falling under HS codes 7208.10.00, 7208.25.00, 7208.26.00, 7208.27.11, 7208.27.19, 7208.27.91, 7208.27.99, 7208.36.00, 7208.37.00, 7208.38.00, 7208.39.10, 7208.39.20, 7208.39.30, 7208.39.40, 7208.39.90, ex7208.90.10, ex7208.90.20, and ex7208.90.90. The provisional antidumping duty is applied in addition to standard Most Favored Nation (MFN) import duties or any preferential duties under international agreements. Separately, PMK 31/2026, also effective from 22 May 2026, maintains antidumping duties on steel imports from India, Russia, Kazakhstan, Belarus, Taiwan, and Thailand. Tariffs vary by country and company: for China, Wuhan Iron & Steel (Group) Co is charged 17.50%, while other Chinese firms face 20%; India’s Essar Steel pays 12.95% and JSW Steel 20%, with other Indian companies at 20%; Russia, Kazakhstan, and Belarus have rates including Novolipetsk Steel at 8.96% and Severstal at 5.58%; Taiwan’s Chung Hung Steel faces 4.24%, China Steel 0%, and Shang Shing Steel 4.70%; Thailand’s Sahaviriya Steel is charged 11.23%, Nakorntai Strip Mill 12.78%, and G Steel 7.52%.
