Status of Piyungan Industrial Zone Leaves Ngemplaksari Residents Struggling to Sell Land
A group of residents from Ngemplaksari, Srimulyo, Piyungan, Bantul, have complained to Bantul Regent Abdul Halim Muslh after their land was included in the Piyungan industrial zone, making it difficult to sell. Widayat, a representative of Ngemplaksari RT 5 residents whose land falls within the industrial zone, and others visited the Bantul Regent’s official residence on Friday, 29 May, to request removal from the industrial area.
“The sale was nearly finalised with a buyer, but the industrial zone status is blocking the transaction. The land is actually 500 metres to one kilometre away from the industrial site,” Widayat said during the meeting at the regent’s residence in Trirenggo, Bantul.
Widayat stated the 1.6-hectare plot is privately owned by 14 residents. The industrial zone classification has caused potential buyers to hesitate and delay advance payments.
“We approached the village office, but they said the issue falls under the regency government, so we came here. We ask the regent to reclassify the zone away from industrial use,” he added.
The delegation met Regent Halim, but due to prior commitments, they were instead received by Agus Muji Hartono, Secretary of Bantul’s Regional Planning Agency (Dispertaru).
Agus explained that changing zoning requires a formal process. He confirmed the agency had submitted three detailed spatial plans (RDTR), including for East Bantul where the residents’ land is located, to the Ministry of ATR/BPN in March.
“On March, we submitted the three RDTRs, including the East Bantul RDTR covering the residents’ land, to the Ministry of ATR/BPN,” Agus said. “However, we have yet to receive a response on whether the review will be approved.”
He added that the only way to remove the land from the industrial zone is through an RDTR review. “Changing the zoning must go through RDTR review. The East Bantul RDTR, including Piyungan, has been established via regency regulation (Perbub) and is integrated with the Online Single Submission (OSS) system.”
Meanwhile, Regent Halim stated the residents’ request aims to change the zoning from industrial to service, including residential use. “This provides input for the government to evaluate the existing detailed spatial plan (RDTR). Such adjustments are normal in our spatial planning dynamics,” he said during a meeting with journalists in Poncosari, Srandakan, Bantul, on Saturday, 30 May.
Halim explained the affected land is situated on hilly terrain resembling terraced fields. He assured residents that RDTRs are not fixed and can be adjusted as needed to optimise land use. “RDTR is not static; it can be modified to meet requirements and optimise land utilisation,” he added.
