State Secretariat, the Institution Behind High Public Trust
REPUBLIKA.CO.ID, JAKARTA – The State Secretariat (Setkab) has surprisingly managed to break into the top three ministries/institutions with the best performance in the eyes of the public. In the latest Cyrus Network survey for April 2026, Setkab achieved a score of 86.3 percent, placing it just below the Ministry of Finance (Kemenkeu) and the Ministry of Health (Kemenkes).
Lead researcher at Cyrus Network, Syahril Ilhami, explained that one of the main factors boosting Setkab’s position is the quality of communication built by the Cabinet Secretary (Seskab). “The public is pleased with the communication delivered by these top-performing ministries/institutions at present,” said Syahril during a press conference in Jakarta, quoted on Thursday (16/4/2026).
In addition to efficient administrative performance, experts assess that the adaptive leadership style of Teddy Indra Wijaya as Cabinet Secretary is key. CSIS expert researcher Arya Fernandes explained that exposure or the level of public appearances through clear programme delivery greatly influences public assessment of the government.
“Some ministries have high rankings, such as the Ministry of Finance, BGN, and the State Secretariat; their exposure is higher than other ministries/institutions,” said Arya.
