State-Owned Construction Firm Restructuring to Involve Himbara

The State-Owned Enterprise Regulatory Agency (BP BUMN) is involving the Association of State-Owned Banks (Himbara) to support the restructuring process of state-owned construction companies, specifically PT PP (Persero) Tbk and PT Adhi Karya (Persero) Tbk.

“We are learning from experience. This restructuring must serve as a turning point to build stronger, healthier, and better-governed construction SOEs, enabling them to grow sustainably and support national development,” stated the Head of BP BUMN, Dony Oskaria, in Jakarta on Thursday, 2 July 2026.

The strengthening of these construction SOEs is being continuously pursued to ensure the companies possess healthier fundamentals, improved governance, and the capacity to support national infrastructure development sustainably.

Restructuring serves as a strategic step to bolster the companies’ financial positions, increase business discipline, and ensure that all financing support is provided in a measurable manner to productive projects with sound business feasibility.

Consequently, Dony led a meeting with the Boards of Directors of Bank Mandiri, BRI, BNI, PT PP (Persero) Tbk, and PT Adhi Karya (Persero) Tbk.

The meeting discussed the progress of the restructuring for PT PP (Persero) Tbk and PT Adhi Karya (Persero) Tbk, including the financing support schemes from Himbara to assist the transformation process of both companies.

Discussions focused on designing healthy and sustainable financing schemes. Financing support is directed towards projects that are productive, business-viable, and possess measurable cash flows, thereby strengthening company performance while maintaining business continuity.

Beyond financing aspects, the restructuring is also aimed at strengthening corporate governance, enhancing risk management discipline, and building healthier business models.
