State Civil Servants Joining Military Reserve Component: Can They Advance Positions Directly?
Jakarta — The Indonesian Government has confirmed that State Civil Servants (ASN), including permanent civil servants (PNS) who serve as Military Reserve Component members, commonly known as Komcad, will receive various facilities.
Under a letter issued by the Minister of State Apparatus Empowerment and Bureaucratic Reform (PANRB) Rini Widyantini numbered B/22/M.SM.00.00/2026 regarding ASN participation as Komcad in supporting national defence efforts, these facilities range from allowances to ASN competency development.
Specifically, ASN members who pass administrative and competency selection as Komcad candidates and complete the 45-day Basic Military Training (Latsarmil) lasting approximately 1.5 months will receive pocket money, personal field equipment, healthcare, work accident insurance, and death benefits.
“They will continue to receive their salary, performance allowances and position allowances, as when performing official duties at their respective agencies,” as stated in the PANRB Minister’s letter dated 20 February 2026.
Regarding career development, Civil Service Supervisors (PPK) or Talent Committees may provide positive consideration based on higher performance as recognition of capabilities and competence during talent classification for ASN designated as Komcad, opening opportunities for career and talent development to become role models for other ASN.
ASN members participating in Komcad training will also accumulate 300 learning hours in competency development in accordance with Government Regulation 17/2020 on Civil Service Management, fulfilling the mandatory Professional Index (IP) requirement that obligates 20 learning hours annually.
“From the ASN management perspective, participation in Komcad is viewed as part of competency and professional development for the apparatus, whilst also representing a concrete ASN contribution to strengthening national resilience according to their respective roles and capacities,” said Mohammad Averrouce, Head of Data Bureau, Communication and Public Information at the PANRB Ministry.
It is important to note that not all ASN automatically become Komcad members. ASN participation in Komcad is selective, voluntary, and must meet specific requirements in accordance with applicable regulations.
Main requirements include being aged at least 18 and no more than 35 years old, being physically and mentally healthy, having no criminal record, and undergoing administrative selection and competency testing according to established quotas.
“ASN members who pass selection must subsequently undergo basic military training lasting approximately 45 days as part of national defence capacity building,” said Averrouce.
For information, the Komcad quota for each agency has been detailed in the PANRB Minister’s letter for 49 Red and White Cabinet Ministries. The total quota is 4,400 people, divided across two training phases of 2,200 people each, commencing in April 2026.
