Starting 1 July 2026, Umrah and Special Hajj Pilgrims Must Use Terminal 2F at Soekarno-Hatta

The Ministry of Hajj and Umrah has officially stipulated that all departure and return activities for Umrah and special Hajj pilgrims via Soekarno-Hatta International Airport will be fully relocated to the Special Hajj and Umrah Terminal 2F. This strategic policy will take effect from 1 July 2026. The move is intended to optimise the function of Terminal 2F, which was inaugurated by the President of the Republic of Indonesia in May 2025, and to follow up on technical regulations from the Ministry of Transportation. Director General of Hajj and Umrah Implementation at the Ministry, Puji Raharjo, stressed that the policy was issued to provide operational certainty and improve protection standards for pilgrims. ‘Starting 1 July 2026, all Umrah and special Hajj pilgrims departing or returning through Soekarno-Hatta Airport, whether on direct flights or transiting through third countries, are required to use Special Terminal 2F,’ Puji said in a statement in Jakarta on Friday (26/6/2026). He explained that this circular serves as an official guideline for all Umrah Travel Organisers (PPIU) and Special Hajj Organisers (PIHK) to carry out the operational transfer in an orderly manner. Puji explained that the main objective of the policy is to realise safe, orderly, and integrated services, as well as to strengthen guidance and protection for Umrah and special Hajj pilgrims. Through this centralisation, the entire process of customs, immigration, and quarantine (CIQ), as well as the collection of large suitcases and zamzam water, will be integrated at a single point, namely Terminal 2F. Regarding technical implementation on the ground, Puji requested all PPIU and PIHK officially registered with the Ministry of Hajj and Umrah to pay close attention to time management and pilgrim identification. ‘We instruct all PPIU and PIHK to mobilise their pilgrims with discipline. Pilgrims must arrive at Special Terminal 2F at least four hours before the scheduled departure. Furthermore, to facilitate the identification and mass mobilisation process at the airport, ensure all pilgrims wear official attributes such as uniforms, ID cards, and scarves, and are equipped with luggage bags clearly displaying their respective travel identities,’ he said. Although the regulation is binding, the Ministry is still anticipating emergency situations. If force majeure, unexpected operational disruptions, or changes in policy from the relevant authorities occur in the future, the departure and return process for pilgrims may be diverted to another terminal in accordance with applicable laws and regulations. Through the issuance of Circular Letter Number SE-153/BN/2026, the Ministry of Hajj and Umrah hopes to improve administrative order and better safeguard the comfort of Indonesian citizens’ worship starting from the homeland.
