Stamps of authority

I want to ask PT Pos Indonesia about letters from overseas,
especially China. Must all letters from overseas go to the
customs office for checking? Up to now I have received three
letters from the China Philatelic Bureau, following my order of
philatelic products. But some of the stamps and all the souvenir
sheets were missing and the letters had been opened.

I have already complained to the China Philatelic Bureau about
the missing items, but they said that they sent me everything as
ordered.

Many customers have complained about the same case. I was
wondering where all those stamps and souvenir sheets had gone.
Could the Post Office possibly explain?
