SRUK Officially Launched, Indonesia Targets Global Carbon Market
The government has officially launched the Indonesian Carbon Unit Registration System (SRUK) as the foundation for a national carbon trading system integrated with the Indonesia Carbon Exchange. The launch marks the start of full implementation of national carbon trading governance, with four forestry sector carbon projects having already conducted transactions.
Coordinating Minister for Food Zulkifli Hasan stated that SRUK is not merely a system launch, as its implementation has been underway since the beginning of this week. “There are already four selling. So it is not just an announcement or a launch, but it is already running,” Zulkifli said at the SRUK launch in Jakarta on Thursday (9/7/2026).
Zulkifli explained that the government is adopting a parallel approach in building the carbon trading ecosystem. Ministries or agencies that have completed their regulations can immediately carry out carbon trading, while other sectors will follow once their derivative rules are finalised.
According to Zulkifli, Presidential Regulation Number 110 of 2025 has been followed by several derivative regulations from the Financial Services Authority (OJK), the Ministry of Environment, and the Ministry of Forestry. Meanwhile, regulations from the Ministry of Energy and Mineral Resources and the Ministry of Agriculture are still in the process of being finalised. “Once those are completed, everything will be in place,” he said.
Chairperson of the OJK Board of Commissioners Friderica Widyasari Dewi said that SRUK will serve as the primary market connected to the Indonesia Carbon Exchange as the secondary market. She stated that this integration will strengthen the national carbon trading infrastructure.
OJK has also issued OJK Regulation Number 10 of 2026 as an adjustment to Presidential Regulation Number 110 of 2025. Friderica said that Indonesia has a significant opportunity to become one of the world’s carbon market leaders, supported by its vast natural resources. “Our hope is that Indonesia, as a country with such enormous potential, can become a leader in the global carbon market,” she said.
