Sri Wahyuningsih Admits Signing Chromebook Review Documents Under Superior's Orders
Former Director of Elementary Schools at the Ministry of Education and Culture (2020–2022), Sri Wahyuningsih, has testified that she signed a technical review document for the Chromebook and Chrome Device Management (CDM) procurement on orders from her superiors. She spoke in the Jakarta Corruption Court (Tipikor) on Thursday, 5 March, during the ongoing trial of former Education and Culture, Research and Technology Minister Nadiem Anwar Makarim. She said she received the appointment letter on 8 February 2020, alongside Mulyatsyah, who was designated Director of SMP Kemendikbud. The situation occurred during the Covid-19 pandemic. “I honestly received the appointment letter on 8 February. On 9 February I was confused why I suddenly had to sign a review. As deputy, I didn’t know what to do; I didn’t understand Chromebook,” Sri said. Because she lacked technical understanding, she sought guidance from Mulyatsyah. He replied that “We carry out because this is an order.” The question was whether any technical explanation was given by anyone before Sri signed. She said that when she received the SK she did not have sufficient information about the project. “On 8 February I received the SK; I had no information at all,” she stated. She also said she did not have time to discuss with the previous official, Poppy Dewi Puspitawati, about the reasons for not signing the technical review. She did ask the Director General of Basic Education and Middle School, Hamid Muhammad, about it. “I asked Mr Hamid, ‘Sir, what about this? Chromebook already …’ ‘Yes, it’s clear, it’s an order,’ he replied. ‘Sir Hamid said it’s an order, and I signed it; that’s the issue,’ she added. The indictment by the Prosecution Team of the Attorney General’s Office alleges that Sri Wahyuningsih, Mulyatsyah and Ibrahim Arief caused a state loss of Rp2.1 trillion in the Chromebook procurement from 2020–2022. The loss comprises Rp1.56 trillion attributed to a markup on Chromebook devices and US$44,054,426 (about Rp621 billion) believed to come from procurement that did not provide maximum benefit to students and schools. The findings refer to an audit results report on the state loss by the Financial and Development Supervisory Agency (BPKP) on 4 November 2025. The indictment states that the Chromebook procurement, funded from the State Budget (APBN) and the Special Allocation Fund (DAK), was based on directives from the defendant Nadiem Anwar Makarim through several officials and related parties. The trial is now at the evidence stage with witness examinations.
