Spotlight on Drug-Involved Officers: National Police Internal Affairs to Conduct Routine Urine Tests

The Indonesian National Police's Internal Affairs Division (Divpropam) will routinely conduct urine tests on all personnel within the force. The regulation follows the continued occurrence of drug abuse cases involving police officers.

"Given the still-rampant drug cases committed by certain personnel, which have impacted the effectiveness of drug enforcement and eradication as part of the President's Astacita programme, the National Police Chief has ordered Divpropam and its ranks to carry out urine examinations," said National Police Public Relations Bureau Chief Brigadier General Trunoyudo Wisnu Andiko after announcing the results of the ethics hearing for Bima Police Chief AKBP Didik at the TNCC Building, National Police Headquarters, South Jakarta, on Thursday (19 February 2026).

In its implementation, the National Police will involve both internal and external oversight functions. However, Trunoyudo did not yet elaborate on when the urine testing would commence.

"The implementation schedule will be announced in due course. We are conveying this as a demonstration of commitment and consistency, and this has been carried out well before now," Trunoyudo said.

"However, this will be conducted intensively as a demonstration of commitment to supervision, pre-emptive measures, and detection. And should there be any cases — once again, this sanction of dishonourable discharge against AKBP Didik is already an example of the commitment to take firm action," he continued.

The National Police also imposed a dishonourable discharge (PTDH) on former Bima City Police Chief AKBP Didik Putra Kuncoro, who was involved in a narcotics case.

"The decision is a dishonourable discharge, or PTDH, as a member of the National Police," Trunoyudo said, reading out the ethics hearing verdict.

Regarding the nature of the violation, AKBP Didik was found to have accepted money and narcotics from the former Head of the Narcotics Criminal Investigation Unit at Bima City Police, AKP Malaungi, who has already been subject to legal proceedings.

The sanction was imposed on the grounds of narcotics abuse and committing immoral social misconduct by Didik.

AKBP Didik was present in person at the closed hearing. He stated that he accepted the administrative sanction imposed upon him.

AKBP Didik was found to have violated Article 13 Paragraph 1 of Government Regulation Number 1 of 2003 concerning the Dismissal of National Police Members, in conjunction with Article 5 Paragraph 1 Letter b of Police Regulation Number 7 of 2022 concerning the Professional Code of Ethics and the National Police Code of Ethics Commission; Article 8 Letter c Point 1 of Police Regulation Number 7 of 2022; Article 10 Paragraph 1 Letter d of Police Regulation Number 7 of 2022; and Article 13 Letters d, f, and e of Police Regulation Number 7 of 2022 concerning the Professional Code of Ethics and the National Police Code of Ethics Commission.
