SPHP Rice Mixing Case Draws in Bulog and Bapanas Officials: How It Worked

Perum Bulog president director Ahmad Rizal Ramdhani has outlined the alleged misuse of rice distributed under the Food Supply and Price Stabilisation (SPHP) programme in Kayu Manis, Matraman, East Jakarta. Subsidised rice purchased through Bulog’s official channel was allegedly unpacked and repackaged for resale as premium rice.

Rizal said the case came to light after reports that an individual had been arrested for repackaging SPHP rice. Following an initial investigation in Matraman, the inquiry was extended to the Cipinang Rice Wholesale Market (PIBC).

“The first arrest was in Matraman,” Rizal told reporters in Jakarta on Thursday (29 October 2026).

Bulog traced the rice’s origin using the registration number of the lorry that transported it. Investigators checked CCTV footage from the security post at Bulog’s Jakarta office and the rice delivery documents.

This led Bulog to identify the Rumah Pangan Kita (RPK) outlet from which the rice had been bought. An examination of internal records then pointed to a partner identified by the initials RH.

“We found the individual who bought the rice through the Klik SPHP programme. The purchase process was in accordance with the procedures; it was made through Klik SPHP,” he said.

Rizal said purchases through the Klik SPHP application are intended for registered RPK outlets and retailers. The system records partners’ identities, including their identity card details, telephone numbers and addresses.

After identifying RH, Bulog’s internal team traced the partner and coordinated with the police. RH was subsequently arrested for further questioning.

“We showed him [the records] and asked, ‘Is this your RPK?’ He said, ‘Yes.’ ‘Is this your transfer receipt?’ He said, ‘Yes.’ Everything was confirmed: the purchases had been made through the Klik SPHP process,” Rizal said.

Rizal said RH was a business owner and had been registered as an RPK partner since 27 August 2026. Police are continuing to investigate the alleged misuse of the rice.

Repeated orders

Bulog has also scrutinised the partner’s purchasing pattern. RH allegedly ordered four tonnes of rice twice on two consecutive days.

“Under the regulations, each RPK may order a maximum of two to four tonnes at a time,” Rizal said.

He said the repeated orders in quick succession should have drawn the attention of staff monitoring SPHP transactions.

“He ordered four tonnes on each of two consecutive days. We are investigating why this was allowed to pass. Officials receiving the Klik SPHP invoices should have noticed the consecutive orders and treated them as a warning sign. Why was it simply allowed?” he said.

Bulog has formed a task force with the police to investigate possible involvement by its own employees. The review has also been extended to RPK partners across Indonesia to prevent similar misuse of subsidised rice.

“This is what we are doing to prevent attempts to misuse government rice,” he said.

Following the case, Agriculture Minister and National Food Agency (Bapanas) head Amran Sulaiman dismissed eight officials from Bulog and Bapanas.
