Special Committee Requests Halt to Parking Operator Tender Until SLF Requirements Are Met
Jakarta (ANTARA) - The Special Committee (Pansus) on Parking Management of the DKI Jakarta DPRD has requested a temporary halt to the bidding or tender for parking operators until the Certificate of Worthiness (SLF) permits are fulfilled to ensure that parking management does not overlook safety aspects.
“Buildings must meet security and functional worthiness standards. The Pansus still finds several recommendations that have not been followed up,” said the Chairman of the Pansus on Parking Management of the DKI Jakarta DPRD, Jupiter, during a meeting in Jakarta on Wednesday.
According to him, fulfilling the SLF is a key concern because it directly relates to public safety.
Moreover, he said, parking activities in market areas involve visitors, traders, managers, and the general public. Neglect of building worthiness aspects is feared to pose significant risks.
Meanwhile, Member of the Pansus on Parking Management of the DKI Jakarta DPRD, Francine Widjojo, stated that the SLF issue has already been a finding from the previous Pansus, but Perumda Pasar Jaya has not yet fulfilled the recommendations related to the SLF.
“The SLF is very important for the safety and security standards of buildings and parking areas,” Francine emphasised during the working meeting of the Pansus on Parking Management with the Regional-Owned Enterprise (BUMD) and Regional Work Units (SKPD).
On the same occasion, the Head of the Building Division of the DKI Jakarta Dinas Cipta Karya Tata Ruang dan Pertanahan (Citata), Merry Marfosa, explained that every building must hold a Building Construction Approval (PBG) and SLF.
“The PBG is the permit to erect a building, while the SLF serves as the basis for utilising the building. A building must not be used before the SLF is issued,” Merry stated.
She added that the PBG and SLF obligations apply to all buildings, whether privately owned, locally government-owned, or BUMD-owned.
Therefore, Merry continued, the DKI Citata Dinas will synchronise data on buildings owned by Pasar Jaya and Jakarta Propertindo (Jakpro). Subsequently, it will provide a deadline for submitting PBG and SLF applications.
If not fulfilled, the DKI Citata Dinas may issue warning letters up to activity restrictions.
