Special Committee 13 of Bandung City DPRD Accelerates Phased Discussion of Public Order Ordinance Draft

The Special Committee (Pansus) 13 of the Bandung City Regional Representative Assembly (DPRD) is accelerating the discussion of a Draft Regional Regulation (Raperda) concerning the implementation of public order, peace, and community protection. The discussion is being conducted in phases and intensively with several regional apparatus organisations (OPD).

“Currently we are focusing on deepening the substance of the material consisting of 63 articles in 18 chapters. Several aspects have already been discussed by us, such as traffic order, road transportation order, social order, and health order,” said Andri Rusmana, a member of Pansus 13 of the Bandung City DPRD.

The regulation is being prepared as a legal framework to strengthen city governance so that it is more orderly, safe, and responsive to the needs of residents.

In Chapter III of the draft regulation, public order implementation is specifically regulated, which contains 12 aspects. Among others, environmental order, cleanliness order, building order, green lane and public facility order, river and drainage order, certain business order, street vendor order, advertisement order, and spatial order.

According to Andri, on 3 February 2026, they conducted further discussions on material that had been deepened including traffic and road transportation order, social order, health order, and certain business order. Meanwhile, eight other aspects still require deeper study to ensure that the resulting regulations are truly comprehensive and practically applicable in the field.

“Although the scope of the material is broad, we are committed to drafting regulations that are not only firm in enforcement but also ensure community protection and social justice,” he said.

The parties involved in the discussion include the Civil Police Unit (Satpol PP), the Social Services Office, the Health Services Office, the Investment and One-Stop Administrative Services Office (DPMPTSP), the Trade and Industry Office, the Culture and Tourism Office, the Legal Affairs Division, and the academic text drafting team. Pansus 13 ensures the process runs carefully and is open to various inputs.

Andri hopes that this regional regulation will eventually have legal certainty and be realistic to implement. “We want this regulation to truly be a solution to the problem of public order in Bandung City comprehensively,” he said.
