Special Autonomy Fund Ceiling for Six Central Papua Administrations Increases by IDR 447 Billion

The Nabire State Treasury Service Office (KPPN) has recorded that the 2026 special autonomy (Otsus) fund ceiling for six regional governments in Central Papua Province has increased by IDR 447 billion. KPPN Nabire Head Slamet Riyanto stated in Nabire on Thursday that the ceiling increase, effective since June, is part of an adjustment to the Otsus fund allocation from the central government for the provincial government and five district governments within the KPPN Nabire working area. “Initially, the Otsus ceiling assigned to KPPN Nabire for 2026 was IDR 1.240 trillion, then there was an addition of IDR 447 billion, bringing the current ceiling to IDR 1.688 trillion,” he said. He explained that the largest increase was received by the Central Papua Provincial Government, rising from an initial ceiling of IDR 305.2 billion to IDR 661.2 billion. Nabire Regency increased from IDR 226.2 billion to IDR 243.6 billion, whilst Paniai Regency rose from IDR 223.2 billion to IDR 241.2 billion. Furthermore, Dogiyai Regency received an increase from IDR 148.4 billion to IDR 171.5 billion, Intan Jaya Regency from IDR 177.5 billion to IDR 201.7 billion, and Deiyai Regency from IDR 159.8 billion to IDR 168.8 billion. According to him, the realisation of Otsus fund distribution to the six regional governments currently stands at IDR 372.1 billion, or approximately 22.04 per cent of the latest total ceiling. He added that all regional governments have now begun absorbing the Otsus funds. The largest distribution realisation was recorded by the Central Papua Provincial Government at IDR 91.6 billion, followed by Nabire Regency at IDR 67.8 billion, Paniai at IDR 66.9 billion, Intan Jaya at IDR 53.2 billion, Deiyai at IDR 47.9 billion, and Dogiyai at IDR 44.5 billion. Previously, the Head of the Central Papua Regional Revenue, Financial and Asset Management Agency (BPPKAD), Alexander Manansang, stated that the provincial government is accelerating the preparation of the Special Autonomy Programme Budget Plan (RAP Otsus) as a requirement for the disbursement and use of the 2026 Otsus funds. He said the Otsus funds from the central government have actually been transferred to the regional accounts, but cannot yet be used because the RAP Otsus is still being finalised in accordance with central government directives. “Although the Otsus funds have been received, in the Regional Government Information System the Otsus funds still show as empty, because the RAP is still under evaluation and revision according to regulations,” he said. He explained that the Ministry of Finance requires the RAP Otsus to be completed and approved before regional governments can apply for the first phase of fund disbursement. He added that the central government is implementing strict supervision over the use of Otsus funds to ensure the programmes financed are well-targeted and provide direct benefits to the community.
