Spatial Planning Integration with OSS Key to Attracting Infrastructure Investment, Says ATR/BPN
JAKARTA, Tuesday (17/06) — Director General of Spatial Planning at the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), Suyus Windayana, spoke at the thematic forum on Infrastructure Investment Process in Indonesia, held as part of the International Conference on Infrastructure (ICI) 2025 on Wednesday (11/06/2025). In his presentation, he emphasised that accelerating the preparation and integration of Detailed Spatial Plans (RDTR) with the Online Single Submission (OSS) system is key to attracting infrastructure investment in Indonesia.
"To attract investors, the government has introduced two policies. The first concerns regulation. We already have regulations under the Job Creation Law and Government Regulation 21 of 2021. This regulation provides numerous facilitations for business activities, non-business activities, and national strategic projects," said Suyus Windayana at the event held at the Jakarta International Convention Center.
He explained that the Ministry of ATR/BPN continues to push for the accelerated preparation of RDTR across various regions. The target is to issue 2,000 RDTR over the coming years, with more than 100 RDTR issued annually. RDTR that have been integrated with OSS have demonstrably had a significant impact on the speed of location permit services and other business licensing.
"Based on data, from the approximately 350 RDTR already integrated with OSS, investment permit applications have reached around 340,000. Compare that with areas that do not yet have RDTR and are not connected to OSS, where only around 20,000 services have been processed. So, with OSS in place, services are faster — they can be completed in one day," Suyus Windayana explained.
Furthermore, the Director General of Spatial Planning stressed that Spatial Utilisation Activity Conformity (KKPR), which is based on RDTR, serves as the initial gateway in the business licensing process. Consequently, accelerating RDTR integration has become a national priority. Currently, 645 RDTR have been prepared, but only 352 have been integrated with OSS.
To expedite this integration, the Ministry of ATR/BPN is preparing a joint Circular Letter with the Ministry of Investment to ensure all regional heads promptly connect their prepared RDTR to the OSS system.
"To make it easier, faster, and certainly more attractive for investors," Suyus Windayana concluded.
Through this forum, the Ministry of ATR/BPN reaffirmed its commitment to supporting an efficient, transparent, and measurably spatial planning-based investment ecosystem. Representatives from the Ministry of Investment/BKPM, Ministry of Public Works, Ministry of Forestry, and the Indonesian Chamber of Commerce and Industry (KADIN) also spoke at the forum.
