SPAM Regional Regulation Expected to Strengthen Regulations for Fulfilling Citizens' Basic Rights
Jakarta (ANTARA) - The Jakarta Regional People’s Representative Council (DPRD) hopes that the Draft Regional Regulation (Raperda) on the Organisation of the Drinking Water Supply System (SPAM) in Jakarta will strengthen regulations to fulfil citizens’ basic rights. “The Raperda on the Drinking Water System Organisation is a strategic step in ensuring the fulfilment of society’s basic rights,” said Chairman of DPRD DKI Jakarta, Khoirudin, in Jakarta on Monday. According to him, the regulation is expected to reinforce provisions on society’s basic rights to access safe, quality, equitable, and affordable drinking water. Moreover, Khoirudin noted that current population growth and the complexity of urban issues require strong and visionary regulations. “The need for a reliable drinking water supply system is becoming increasingly important to realise through strong and visionary regulations,” he stated. Khoirudin said that the Raperda on the Drinking Water System Organisation goes beyond mere technical aspects of service provision and can touch on governance dimensions, environmental sustainability, and social contributions. DPRD, together with the DKI Jakarta Provincial Government, has the responsibility to ensure that the resulting policies can address challenges such as water resource limitations, improved service quality, and protection of public interests. “Therefore, synergy, commitment, and a forward-looking perspective are needed so that this regulation is not only responsive to current conditions but also adaptive to future water needs,” he said.
