The Southwest Papua Provincial Government is strengthening export services through the implementation of the Certificate of Origin (SKA) application as an effort to accelerate export document processing and increase the competitiveness of regional products in international markets.

Suardi Thamal, Assistant I for Government and Public Welfare of the Southwest Papua Provincial Secretariat, stated in Sorong on Thursday that the strengthening of these services is marked by the designation of the Certificate of Origin Issuing Authority (IPSKA) for Southwest Papua via the Decree of the Minister of Trade Number 404 of 2026.

According to him, the presence of IPSKA allows business actors to process SKA directly in Southwest Papua without having to travel to other provinces, making the service process faster, more efficient, and lower in cost.

“The presence of IPSKA will accelerate export services, reduce administrative and logistics costs, increase the efficiency of document processing, expand access to international markets, and encourage an increase in export value and the emergence of new exporters,” he said.

He explained that the ease of these services is expected to drive regional export growth, particularly for local businesses and micro, small, and medium enterprises (MSMEs), including MSMEs of Indigenous Papuans, who have previously faced obstacles in managing export documents.

Meanwhile, the Acting Head of the Southwest Papua Industry and Trade Office, Sellvyana Sangke, stated that the implementation of the SKA application is a strategic step following the operation of IPSKA to strengthen the competitiveness of regional export products.

According to her, the issuance of SKA in Southwest Papua will reduce dependence on other provinces while accelerating service to exporters.

“SKA is not merely an administrative document, but serves as a guarantee of the legality and integrity of Indonesian products in the international market,” she said.

She urged business actors to understand the rules of origin, the Harmonised System (HS) Code classification, and various export requirements so that products from Southwest Papua can compete in the global market.

“With this, we are optimistic that export services will become easier and faster, and will be able to drive an increase in regional export value in the future,” she added.

Based on data from the Central Bureau of Statistics (BPS), the export value of Southwest Papua in April 2026 reached 0.96 million USD, a decrease of 35.51 per cent compared to March 2026, which stood at 1.48 million USD.

Fish and shrimp commodities (HS 03) remain the largest contributors to Southwest Papua’s exports, with a value of 0.78 million USD, contributing 81.22 per cent to the region’s total exports. The ASEAN region remains the largest export destination with a value of 0.38 million USD, or approximately 39.28 per cent of the total export.

In April 2026, export activities in Southwest Papua were conducted through one seaport and one airport. During the same period, there were no Import Declarations (PIB) recorded, resulting in a trade surplus for Southwest Papua of 0.96 million USD, or approximately 0.12 thousand tonnes by volume.
