The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) will begin trialling a rights transfer service with a maximum completion time of 10 working days. The move is one of the service transformations championed by the Minister of ATR/Head of BPN.

“On 17 August we will begin a pilot project at 15 Land Offices for the rights transfer service, or title renaming. The target is for the process to be completed within 10 days at the most,” said Minister of ATR/Head of BPN Nusron Wahid at a press conference in the PTSL Hall of the Ministry of ATR/BPN in Jakarta on Monday (03/08/2026).

The 10-working-day target is an accumulation of each stage of the service process. Verification of the Land and Building Acquisition Duty (BPHTB) by the regional government is targeted for completion within three days, preparation of the Deed of Sale (AJB) by the Land Deed Official (PPAT) within two days, and completion of administrative processes at the Land Office (Kantah) within five days.

Head of the South Tangerang City Land Office (Kantah Tangsel) Seto Apriyadi said Kantah Tangsel is ready to serve as one of the land offices selected for the pilot project for the rights transfer service, with the process to be completed within 10 days.

“Kantah Tangsel is the representative of Banten Province for the trial of the rights transfer service, which is available to both direct applicants and those with authorised representatives,” Seto Apriyadi told journalists at Kantah Tangsel on Tuesday (4/8). Seto expressed optimism that the trial of the rights transfer service with its 10-working-day completion target can run smoothly through synergy between the Land Office, PPATs and the regional government. “This is a concrete step towards delivering land administration services that are professional, measurable, transparent and free of illegal levies,” Seto concluded.

The trial of the rights transfer service will run for three months at 15 Land Offices, namely the Land Offices of Surabaya City I, Malang Regency, Badung Regency, Buleleng Regency, Samarinda City, Pontianak City, Makassar City, Semarang City, South Tangerang City, Batam City, Semarang Regency, North Jakarta Administrative City, West Jakarta Administrative City, South Jakarta Administrative City and Central Jakarta Administrative City. Seto also invited the public to play an active role in realising clean public services by making use of official complaint channels.

Kantah Tangsel affirmed its commitment to continually instilling the values of akhlakul karimah, or noble character, within the organisation’s working culture.

Minister Nusron invited the public, particularly stakeholders, to certify waqf land promptly in order to safeguard community assets from potential disputes in the future.

The services provided cover the processing of land certificates, rights registration and other administrative services subject to established regulations.
