South Sumatra Police Conduct Simulation of Ethics and Human Rights-Based Urban Security System
Palembang, VIVA – The South Sumatra Regional Police (Polda Sumsel) conducted a simulation of the 2026 Urban Security System (Sispamkota) as a strategic step to enhance the operational readiness of personnel in facing various potential public order and security disturbances. The event took place at the Shooting Range Field in Jakabaring Sport City, Palembang, on Friday, 10 April 2026, led by Deputy Chief of Polda Sumsel, Brigadier General Rony Samtana, representing Chief of Polda Sumsel, Inspector General Sandi Nugroho. The simulation was attended by the Internal Affairs Inspector of Polda Sumsel, Colonel Feri Handoko Soenarso, main officials of Polda Sumsel, chiefs of police from the jurisdiction, heads of operations bureaus, and chiefs of mobile brigade units from all areas under Polda Sumsel’s authority. The presence of leadership from the provincial to district police levels demonstrates the institution’s seriousness in building uniform and measurable operational capability standards. The series of activities began with a dress rehearsal, followed by a roll call led by the Deputy Chief of Polda Sumsel, then proceeded with a field demonstration simulation. Afterwards, the event concluded with evaluations and directives from the Mobile Brigade Commander, the Operations Chief, and the Deputy Chief of Polda Sumsel. The entire series of activities ran orderly and smoothly. The implementation of Sispamkota 2026 serves as a continuation of the human resource capacity-building programme previously conducted through training on the use of force based on ethics and human rights. Both activities complement each other in shaping Indonesian National Police personnel who are not only technically superior but also possess strong integrity and ethical understanding. This simulation integrates various important aspects, from mass control tactics and cross-unit coordination to rapid responses to emergency situations. Thus, all personnel have the same capability standards in facing field task dynamics professionally and proportionately. Deputy Chief of Polda Sumsel, Brigadier General Rony Samtana, emphasised that the use of force in police duties must always be the last resort and carried out in a measured manner. “Every personnel must understand that the use of force is carried out proportionately, in accordance with the law, and while upholding human rights. This training serves as a benchmark for our readiness in the field,” he said. This activity also supports the implementation of the Indonesian National Police’s Presisi programme, which emphasises predictive capabilities, responsibility, and transparency in every police duty execution. With trained and professional personnel, the potential for conflicts can be minimised, and public order and security stability can be maintained optimally.
