South Sulawesi Involves 2,033 Civil Servants in Reserve Component Military Training
The South Sulawesi provincial government has made history by conducting Indonesia’s first Basic Military Training (Latsarmil) for the Reserve Component (Komcad), specifically involving civil servants (ASN). A total of 2,033 participants from 24 districts and cities are taking part in this pilot programme as a means to strengthen national defence and follow up on the President’s directives regarding the strategic national reserve command. The opening ceremony for the Komcad Latsarmil took place at the Hasanuddin Regional Military Command (Rindam) 14 area, Mattaro Village, Bontomarannu Subdistrict, Gowa Regency, South Sulawesi, on Monday (30/3). The event was led directly by South Sulawesi Governor Andi Sudirman Sulaiman, alongside the Head of the National Reserve Agency of the Ministry of Defence of the Republic of Indonesia, Lieutenant General TNI Gabriel Lema, who served as the inspecting officer. Sulaiman emphasised that the recruited participants are civil servants who have undergone a very rigorous selection process, with a maximum age limit of 35 years. According to him, this programme represents a concrete step by the regional government in supporting national defence while preparing human resources ready to be mobilised in emergency situations or threats to sovereignty. “This involves 24 districts and cities; we selected those who truly meet the requirements because there was a selection process, and the maximum age is 35 years. This is a pilot and the first one, the pioneering Komcad in Indonesia, and we, the provincial government, are the first to take steps to implement the President’s directives regarding this strategic reserve command,” Sulaiman stated. He added that the training, which will last for two months, serves as an important momentum to shape disciplined character and a spirit of national defence among civil servants. Through this pioneering programme, the South Sulawesi provincial government hopes to develop civil servants who are not only competent in their official duties but also possess nationalist character, discipline, and readiness to become the forefront of community-based defence. Meanwhile, Lieutenant General TNI Gabriel Lema, Head of the National Reserve Agency of the Ministry of Defence, explained that the training curriculum focuses on building national character without neglecting the primary functions and duties of civil servants. The training will be guided by professional instructors from the Military Regional Command (Kodam) through Rindam. “The formation of this Komcad is focused on civil servants, with a duration of approximately one and a half to two months. The materials are character-building in the context of nationality. Of course, the portion related to the functions and duties of civil servants must also be prioritised,” Gabriel said. He further noted that the provision includes discipline, teamwork, camaraderie, and building empathy among participants. “The curriculum has been structured and will be led by professional trainers within the Kodam scope, in this case Rindam. What we hope for is a change in character, perspective, and way of thinking, and what we aim to realise is complete responsibility towards this nation,” he stressed. Gabriel also reminded that the mandate of the law requires every citizen to participate in safeguarding sovereignty. “Every citizen, besides having rights—remember well—also has obligations in order to maintain the sovereignty of this nation,” he concluded.
