South Jakarta Ready to Issue Warning Letters for Buildings Without SLF

The South Jakarta City Administration is ready to issue warning letters for buildings without a Certificate of Occupancy (Sertifikat Laik Fungsi/SLF), including several buildings owned by the local government. “We are also urging them to immediately process their SLF. However, if there is no response, we will issue a warning letter,” said Andy Lazuardy, Head of the South Jakarta Cipta Karya, Spatial Planning and Land Agency (Citata), in Jakarta on Wednesday. His office will send warning letters to building owners or managers who do not promptly process the document. Currently, however, the agency is still prioritising a persuasive approach by providing education and urging building owners or managers to complete their SLF ownership. According to him, the SLF is a document stating that a building has met technical requirements and is declared fit for use. “Therefore, the existence of the SLF is not only an administrative obligation but also a safety guarantee for the public as building users,” he said. Before an SLF is issued, every building must undergo a series of inspections involving the Citata Sub-agency, the Fire and Rescue Sub-agency (Gulkarmat), and Occupational Safety and Health (K3) elements. In addition, the team evaluates the mechanical and electrical conditions of the building, including electrical installations, electrical panels, lifts, and escalators, to ensure all supporting systems are functioning optimally. “Each inspection has a checklist. The assessment is carried out by three agencies, and each has its own parameters,” he said. The inspection results from all agencies are then compiled to determine the building’s status, whether it is declared fit, less fit, or unfit for use. “After all inspection results are collected, it is then determined whether the building is fit, less fit, or unfit for use,” Andy said.
