South Jakarta Inspectorate Conducts Spot Check on Civil Servant Uniforms and Attendance

The South Jakarta Regional Inspectorate (Irbanko) conducted a surprise inspection (sidak) on the discipline of Civil Servants (ASN) regarding the completeness of official attire and attendance. “We are now in July 2026. This means all ASN within the DKI Jakarta Provincial Government have had approximately five months to comply with the provisions regarding official attire,” said the Head of the South Jakarta Regional Inspectorate, Nirwan Nawawi, at the South Jakarta Mayor’s Office on Monday. Nirwan stated that the spot check was carried out to ensure the optimal implementation of Governor Regulation (Pergub) Number 4 of 2026 concerning ASN Official Attire. According to him, the Governor Regulation was signed by DKI Jakarta Governor Pramono Anung on 2 February 2026 and effectively came into force on 5 February 2026. Nirwan explained that the inspection was conducted under the direction of the leadership, involving the Regional Civil Service Agency (BKD), the Inspectorate, the Civil Service Police Unit (Satpol PP), and other relevant elements. “Supervision is carried out because employees are still found not wearing official attire in accordance with the applicable provisions,” he said. In addition to checking the completeness of attributes and official attire, Nirwan added that the monitoring team also highlighted time discipline, particularly employee attendance during morning roll call and ceremonies. “Employees who are late will be recorded, and the results will be submitted to the heads of their respective Regional Apparatus Organisations (OPD) as material for guidance,” he stated. Nirwan emphasised that although Article 24 of Governor Regulation Number 4 of 2026 regulates sanctions for disciplinary violations, the BKD and the monitoring team conducting the inspection are currently prioritising a coaching approach over imposing sanctions. “Our focus at the moment is to build awareness among ASN to be more disciplined, both in terms of attire and adhering to time rules. ASN must be responsible for their roles, functions, and duties,” he said. Furthermore, Nirwan added that all ASN must also comply with the ‘Public Transport Wednesday’ (Transum) policy still in effect within the DKI Jakarta Provincial Government. “I also urge sub-district heads and village heads not to use private vehicles while on duty and to optimise the use of official operational vehicles in accordance with applicable regulations,” he said.
