South Jakarta Confirms RSPI Certificate of Occupancy is Undergoing Renewal Process
The South Jakarta Sub-department of Works, Spatial Planning, and Land Affairs (Citata) has confirmed that the Certificate of Occupancy (SLF) for Pondok Indah Hospital (RSPI) is currently in the renewal process.
“The SLF is in the process of being renewed,” said the Head of the South Jakarta Citata Sub-department, Andy Lazuardy, when confirmed in Jakarta on Tuesday. Andy clarified that the current status of RSPI’s SLF is not unlicensed, but rather undergoing administrative renewal, a standard procedure conducted every five years.
According to Andy, the validity period of the SLF is limited and must be updated periodically. He noted that the current SLF for RSPI is set to expire in 2024, but emphasised that the renewal is actively underway. Andy asserted that the ongoing process demonstrates the hospital’s good faith in fulfilling all administrative obligations required by the local government. “The point is, they have the goodwill or intention to extend their SLF,” he said.
He also denied any issues beyond the administrative process, stating that RSPI has only been asked to perform several technical refinements as part of the certificate renewal stages. He added that the process is not complicated and can be completed in a relatively short period, potentially within one month, provided all requirements are met.
To process the SLF renewal, applicants must complete various technical documents, including as-built drawings, architectural drawings, building structure documents, mechanical and electrical plans, fire safety documents (RKK Damkar and SKK Damkar), as well as occupational health and safety (K3) documents. Andy explained that the mechanism for applying for an SLF for a hospital is fundamentally similar to other buildings, though healthcare facilities have additional requirements regarding environmental aspects, meaning environmental permits must also be in place.
Regarding rumours of licensing issues at RSPI, Andy suggested these may stem from the complexity of managing technical building documents, which typically require the assistance of experts or consultants. “At RSPI, the process is generally handled by the medical team. Therefore, they need to engage consultants to complete the requirements we request for the SLF criteria,” he said.
Previously, the Special Committee (Pansus) on Parking Governance of the Jakarta Regional House of Representatives (DPRD) had revealed findings that the RSPI building was operating using an expired Certificate of Occupancy. The legislature had directly instructed the Jakarta Citata Department to issue a warning to the RSPI management.
