South Jakarta BNN forms supervisory task force for rehabilitation clients in legal process
The South Jakarta National Narcotics Agency (BNN) has formed a Supervisory Task Force for Rehabilitation Clients in Legal Process as a pilot in the implementation of a Change Project. The Change Project is titled ‘Rehabilitation of Narcotics Abusers through Inter-Agency Collaboration Towards a Healthy and Prosperous Society’.
‘As an implementation, the Supervisory Task Force for Rehabilitation Clients in Legal Process in South Jakarta was officially established on 26 August 2026,’ said South Jakarta BNN Head Senior Commissioner Bambang Yudistira at the inauguration of the task force in Bintaro Urban Village, South Jakarta, on Wednesday.
The innovation is part of the National Leadership Training Level I Batch LXVII Year 2026 agenda at the National Institute of Public Administration (LAN) of the Republic of Indonesia. The change project is a response to the growing challenges in tackling narcotics abuse in Indonesia.
Based on data, the national prevalence rate of narcotics abuse increased from 1.73 per cent, or around 3.3 million people, in 2023 to 2.11 per cent, or around 4.15 million people, in 2025. Meanwhile, data on rehabilitation implementation at the South Jakarta BNN in 2025 shows that the compliance rate for completing outpatient (compulsory) rehabilitation based on the results of the Integrated Assessment Team (TAT) decision reached only 48.36 per cent.
According to Bambang, this condition shows that many rehabilitation clients in the legal process have not yet complied with completing the rehabilitation programme thoroughly. ‘This causes the narcotics addiction condition of clients to not be optimally measurable and potentially becomes one of the factors sustaining narcotics demand in the black market,’ he said.
The Supervisory Task Force will consist of elements with direct proximity to the community, namely Community-Based Intervention Recovery Agents from Bintaro Urban Village, RT and RW heads, as well as three-pillar elements including the Civil Service Police Unit, Bhabinkamtibmas, and Babinsa of Bintaro Urban Village. The involvement of these elements is expected to strengthen a humanistic supervision approach while improving early detection capabilities when there are clients who do not comply with the compulsory rehabilitation programme.
Therefore, Bambang expressed his highest appreciation to the Community-Based Intervention Recovery Agents of Bintaro Urban Village who voluntarily agreed to take on the additional role as members of the Supervisory Task Force. According to him, the willingness of the recovery agents to carry out supervisory functions is a tangible form of community concern for the success of narcotics abuser rehabilitation.
Bintaro Urban Village Head Riza Fauzi also expressed appreciation for the trust of the South Jakarta BNN in making Bintaro Urban Village the pilot location for establishing the Supervisory Task Force for Rehabilitation Clients in Legal Process. According to Riza, the establishment of the task force is a positive step in strengthening the role of the community in efforts to prevent and handle narcotics abuse.
‘This is a form of real collaboration that directly involves the community. We hope this task force can run well and become an example that handling narcotics abuse requires care and mutual cooperation from all elements of society,’ he said.
