Sorong Mayor Orders Civil Servants to Accelerate Development Programmes and Maintain Service Quality
Sorong Mayor Septinus Lobat has ordered all regional apparatus organisations (OPD) to accelerate the implementation of development programmes in the second semester of the 2026 regional budget. The instruction was delivered during a morning assembly at the Landscape Field of the Sorong Mayor’s Office on Monday (20/7). The assembly was attended by the Acting Regional Secretary of Sorong City, assistants, expert staff, OPD heads, and state civil apparatus (ASN) within the Sorong City Government.
In his directive, Septinus appreciated the performance of ASN who continue to provide services to the community despite the regional government facing budget constraints due to reduced Transfer to the Regions (TKD) funds. “Budget limitations are not an excuse to lower service quality. Instead, this is a challenge for us to continue innovating, work more effectively, and deliver real solutions for the community,” Septinus said.
The Mayor noted that several OPDs have demonstrated innovation in public services. One of them is the Sorong City Education Office, which was deemed successful in organising the 2026 New Student Admissions (PPDB) safely and orderly through a digital registration system. According to him, the PPDB application can automatically detect duplicate registrations, thus providing equal opportunities for all prospective students. “This system is a step forward in realising transparent, fair, and accountable education services,” he stated.
Appreciation was also given to the Regional Tax and Retribution Management Agency (BP2RD), the Housing and Settlement Office, the Investment and One-Stop Integrated Services Office (DPMPTSP), and the Building Approval (PBG) service team. The Sorong City Government has waived the issuance fees for 216 Building Approvals (PBG) and 23 Land and Building Title Transfer Fees (BPHTB) as a form of support for the community.
Furthermore, the Mayor commended the technical OPDs handling flooding issues through infrastructure maintenance, which has successfully reduced several inundation points. The rapid response of the Regional Disaster Management Agency (BPBD), the Social Office, and related OPDs in assisting fire victims in the Malawei area also received recognition. On the occasion, Septinus revealed that the Sorong City Government received an award from Seven Media Asia in Bali for leadership innovation and improving public service quality. Meanwhile, the Sorong City Population and Civil Registration Office (Disdukcapil) again received appreciation from the Indonesian Ombudsman for its consistency in providing public services.
Entering the second semester of the 2026 budget, the Mayor requested all OPD heads to accelerate programme realisation. As of mid-July 2026, budget absorption had only reached approximately 38 percent. “I ask all OPDs to accelerate the implementation of activities, especially physical projects that have a direct impact on economic growth and community welfare,” he stressed. Concluding his directive, Septinus instructed the Acting Regional Secretary to immediately form a committee for the 81st Anniversary of the Republic of Indonesia. He also invited all OPDs, districts, and sub-districts to enliven the Independence Day commemoration through various community-involving activities, including an environmental cleanliness competition as part of efforts to realise a clean, green, safe, and prosperous Sorong City.
