Sorong Mayor Affirms Governance Reform and APBD Transparency
Sorong Mayor Septinus Lobat has affirmed the Sorong City Government’s commitment to improving governance, regional financial management, and budget transparency. The statement was made in the local government’s response to the general views of factions and special groups of the Sorong City DPR during the XIV Plenary Meeting of the X Session on Thursday (20/8).
The meeting took place at the Sorong City DPR Building with the agenda of the Mayor’s response to the views of factions and special groups of the Sorong City DPR.
Septinus expressed appreciation for the input, suggestions, and criticism conveyed by the DPRD. According to him, the factions’ views form part of the oversight function as well as evaluation material for the local government in improving the quality of governance and financial management.
“The Sorong City Government expresses appreciation and gratitude for the various input, suggestions, and criticism conveyed. All of this input serves as evaluation material to improve governance and regional financial management,” said Septinus.
Responding to the Golkar Party Faction and the PKS Faction, Septinus said the local government would strengthen the provision of supporting data in every policy. The data used must be complete, accurate, and accountable.
Regarding expenditure realisation being higher than revenue, the government explained that this condition was covered through financing so that the final result remained in surplus. Meanwhile, the notes and recommendations of the Supreme Audit Agency (BPK RI) on the financial report for the 2025 fiscal year will be presented openly during the deliberation process.
Responding to the Gerakan Indonesia Maju Faction, the Sorong City Government will strengthen strategic planning and target measurement so that budget absorption runs optimally. The measure is directed at reducing the potential for delays in programme implementation, especially infrastructure development.
Meanwhile, regarding the Amanat Perjuangan Persatuan Bangsa (APPSA) Faction, the government will follow up on notes concerning the excess budget financing balance (SILPA), locally generated revenue (PAD), intensification and digitalisation of PAD, structuring of personnel expenditure, open access to local government financial reports (LKPD), and a more detailed breakdown of special autonomy (Otsus) funds in the preparation of the next APBD.
The government also affirmed that a number of programmes aimed at the community would remain a priority. These programmes include the construction of a special market for indigenous Papuan women (mama-mama OAP), provision of scholarships for children of the Moi Tribe, coaching and training to improve the quality of indigenous Papuan human resources, and improvement of health services.
Septinus said programme implementation would be adjusted to the capacity of the APBD. The government will also pay attention to notes regarding APBD realisation, the effectiveness of internal controls, and the determination of priority programmes.
“We are committed to improving governance so that it becomes more effective, efficient, and transparent. All input and recommendations from the Sorong City DPR will be taken into account in improving the quality of governance and development,” he said.
He also affirmed the commitment to maintaining an unqualified opinion (WTP) from the BPK RI Representative Office for Southwest Papua Province.
The meeting was attended by Deputy Mayor of Sorong Anshar Karim, Speaker of the Sorong City DPR Jhon Lewerissa, Deputy Speaker I Syaharir Nurdin, Deputy Speaker II Michael Ricky Tanery, and Deputy Speaker III Robert E. V. Malaseme. Also present were local government officials, heads of regional apparatus organisations, and members of the Sorong City DPR.
