Sorong City Government Proposes Seven Bylaws in 2026 Legislation Programme
The Sorong City Government has proposed seven Draft Regional Regulations (Raperda) in the 2026 Regional Regulation Formation Programme (Propemperda). The proposal was submitted by Sorong Mayor Septinus Lobat during the Plenary Session V, Plenary VI, Session Period II of the Sorong City DPR at the DPR Building on Saturday (27/6).
The meeting was chaired by Sorong City DPR Speaker Jhon Lewerissa and attended by Deputy Speaker I Syaharir Nurdin, Acting Regional Secretary Ruddy R. Laku, Acting DPRD Secretary Thamrin Tajuddin, heads of regional apparatus organisations (OPD), and members of the Sorong City DPR.
In his explanation, Septinus stated that the formation of regional regulations is a crucial instrument in governance as it provides the legal basis for policy implementation while supporting regional development.
“Regional regulations not only serve as the legal foundation for governance but also play a role in addressing community needs, driving regional development, and providing legal certainty,” Septinus said.
He explained that the seven Raperda proposed in the 2026 Propemperda include a Raperda on the Accountability of the 2025 Fiscal Year APBD, the 2026 Fiscal Year Revised APBD, the 2027 Fiscal Year APBD, amendments to the Regional Regulation on Regional Apparatus, amendments to the Regional Regulation on Public Order, and the establishment of the Regional Companies (Perseroda) Klabra Indah Jaya and Maladum Jaya.
According to Septinus, all these Raperda are designed to strengthen governance, improve the quality of public services, and support the development of the region’s potential.
The Mayor also expressed appreciation for various Raperda initiated by the Sorong City DPR. He noted that this reflects the exercise of the legislative function in accommodating public aspirations.
“All proposed Raperda are expected to support the improvement of community welfare, strengthen public services, protect public interests, and encourage the sustainable development of the region’s potential,” he said.
He expressed hope that the deliberation of all Raperda would be conducted comprehensively, taking into account philosophical, sociological, and juridical aspects to produce high-quality, implementable legal products that meet community needs and comply with statutory provisions.
Septinus also emphasised the importance of synergy between the Sorong City Government and the Sorong City DPR in the regulatory process. “Synergy between the regional government and the DPRD is key to producing regional regulations that benefit the community and support the sustainable development of Sorong City,” he said.
