Traffic problems in Jakarta are actually not the direct
responsibility of the Institute for the Defense of Human Rights
(LPHAM). However, allow me as a citizen, concerned about smooth
traffic flow and the amenities of the capital, to speak up about
some problems. This is in the hope that community members and
related government officials will reflect on the problems to find
the best solution.
Traffic snarls in every corner of Jakarta have become
increasingly worse. There aren't just traffic jams during peak
hours and in particular places. During the whole day, the entire
area of Greater Jakarta is affected. The city administration has
endeavored a great deal by introducing the three-in-one system
and constructing new roads, but this has made victims out of
those who have been forced to leave their land.
Those who use the road are acquainted with conditions like
cost of time and money, pollution and stress.
Our institute understands very well that traffic jams
constitute a complex problem, but if people learn that they
should not disturb other people's human rights, the problem will
gradually be alleviated. Based on this philosophy, LPHAM is
trying to find a solution:
1. An inventory must be held of all government officials and
other state functionaries, mainly on the ownership of four-
wheeled motor vehicles. Logically it is impossible for a
government official to own a very expensive car. The inventory
can also be used as a reference in the fight against collusion
and corruption in government circles.
2. The price of automobiles and motor vehicle tax should be
increased to curb the vain tendency of purchasing automobiles,
thus switching from a consumptive lifestyle to a productive one.
Fuel prices should also be increased.
3. The Ministry of Transportation should coordinate with the
Jakarta administration and the Jakarta Metropolitan Police to
implement an "odd and even" policy. Four-wheeled motor vehicles
use roads on alternate days depending on the number of their
license plates.
4. Construction of additional roads and maintenance of traffic
signs should be intensified. Upgrading the efficiency and skills
of traffic officers should also be increased.
This is our idea based on our concern and responsibility for
finding a solution to Jakarta's traffic problems, so we may all
enjoy smooth traffic, tranquility and peacefulness.
