Soeharto's judicial proceedings

President Abdurrahman Wahid has repeatedly said former
President Soeharto would be granted a presidential pardon on
completion of judicial proceedings.
I wonder why judicial proceedings are required when later on
he will be pardoned? Why not start now with a political
reconciliation aiming at granting Soeharto the pardon? This way,
I believe, will save unnecessary State expenditures such as the
relevant investigation into the former president.
One more issue I'd like to know is the 2 percent collected
from entrepreneurs (during the New Order era)). Where did the
funds go? Let's not make it a repetition of the Bung Karno
revolution funds which none can tell the whereabouts.
