SOE Ministry: Government Programme Funding by Himbara Uses B2B Scheme
Jakarta (ANTARA) - Dony Oskaria, Head of the SOE Ministry and Chief Operating Officer (COO) of Danantara, has said that the funding of government programmes such as the Red and White Village/Neighbourhood Cooperatives (KDKMP) by the Association of State-Owned Banks (Himbara) is carried out under a business-to-business (B2B) scheme.
“Himbara is not financing a government programme, but the pattern is B2B. We only provide credit that is in line with normal lending,” said Dony Oskaria.
He noted that PT Agrinas Pangan Nusantara borrowed from Himbara banks, with the loan guaranteed by the state. Agrinas Pangan previously received Rp240 trillion from Himbara, used to fund the KDKMP, with instalments reaching Rp40 trillion per year over six years.
The first instalment payment on the loan to Himbara is scheduled for September 2026.
Regarding concerns about non-performing loans, he assured that there is a state guarantee that protects the Himbara banks.
“The most secure credit is credit guaranteed by the state. So it is impossible for it to go bad, as it is guaranteed by the state. That is, looking at it from the banks’ side, which is where I stand,” said Dony.
The credit instalments are planned to be paid using state budget (APBN) funds.
Coordinating Minister for Food Zulkifli Hasan, at a press conference at the State Palace on 25 July, confirmed that once verification is submitted with the Finance and Development Supervisory Agency (BPKP), the instalments will be paid by the Ministry of Finance.
“Only after verification has been submitted to BPKP can payment be made by the Finance Minister, and then the Finance Minister will transfer the funds to Himbara,” he said.
