Social Minister: Some Middle- and Upper-Class Citizens Still Registered as Recipients of JKN Contribution Assistance in the DTSEN
Karawang, West Java (ANTARA) - Social Minister Saifullah Yusuf, also known as Gus Ipul, stated that there are still citizens from the middle to upper classes, or deciles 6-10, who are registered as recipients of the JKN (National Health Insurance) contribution assistance in the National Socio-Economic Data (DTSEN).
“Based on the 2025 DTSEN data, there are still residents in deciles 1-5 who have not received the JKN contribution assistance, while some in deciles 6-10 are still registered as recipients,” he said during a DTSEN socialisation event in Karawang Regency, West Java, on Thursday.
According to the data from April 2025, there are 54 million people in deciles 1-5 who have not received the JKN contribution assistance, while 15 million people in deciles 6-10, who should not be receiving the assistance, are still registered.
“This is an issue that we continue to address. Those who are more well-off are being protected, but those who are more vulnerable are having to wait,” he said.
Regarding the indicators for determining eligibility for the JKN contribution assistance, there are several criteria, namely a statement from the village head, regent, or mayor stating that the person in question meets the requirements to receive assistance, or an adjustment with the DTSEN.
“This also includes looking at the welfare decile; if they are in deciles 1 to 5, then they are indeed entitled to assistance,” said the Social Minister.
Therefore, through the Family Hope Program (PKH) assistants, village operators, village assistants, and the involvement of the entire community, the Ministry of Social Affairs is striving to continuously synchronise and update the DTSEN so that the data presented is more accurate, so that the distribution of assistance and other social safety nets can be more targeted.
“We continue to make improvements until now. I am confident that the error rate will continue to decrease. There may still be some errors in targeting, but the number is continuously decreasing,” he said.
Based on Presidential Instruction Number 4 of 2025, which mandates ministries/agencies to collaborate with stakeholders, improvements to the DTSEN are continuously being carried out across agencies for the common good.
“Accurate data will bring justice and ensure that no one is left behind,” said Social Minister Saifullah Yusuf.
