Social Assistance in 143 Regions to Use Digital System, Here's the Scheme
Jakarta, CNBC Indonesia - Minister of Home Affairs Tito Karnavian has revealed that the government will begin implementing the distribution of social protection programmes (perlinsos) using an e-government system this month.
He said the implementation of e-government for social protection in 143 regencies and cities in August will target areas that meet the criteria, including having adequate internet infrastructure, responsive civil registry offices (Dinas Dukcapil), and support from regional heads.
“In the first phase of this e-government, we want to first address the issue of social assistance, so that this social assistance is accurately targeted by integrating data from Dukcapil, which has face recognition, fingerprint, and retina scanning,” said Tito, quoted from his statement on Tuesday (11/8/2026).
Tito said the e-government system, or Electronic-Based Government System (SPBE), will be implemented after considering the success of the social protection programme (Perlinsos) pilot project in Banyuwangi Regency.
Based on the pilot project results as of 30 June 2026, of the 323,339 household heads (KK) who registered for Non-Cash Food Assistance (BPNT), 45.2% were identified as potentially eligible to receive assistance, while the remainder were potentially ineligible.
Meanwhile, of the 290,967 household heads who registered for the Family Hope Programme (PKH), 31.2% were potentially eligible and 68.4% were potentially ineligible.
In implementing e-government, Tito explained, Dukcapil data is integrated with data from the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) to determine whether prospective social assistance recipients own land assets.
The data is also matched with the National Single Social and Economic Data (DTSEN) compiled by Statistics Indonesia (BPS) through door-to-door surveys.
In addition, Dukcapil data is also integrated with police data, particularly the One-Stop Integrated Administration System (Samsat), to verify vehicle ownership of prospective aid recipients.
“Several ministries have joined together, but the initial data used is the individual data held by Dukcapil,” Tito stressed.
He added that the integration of data across ministries and agencies will produce more accurate data so that assistance can be received by people who truly meet the criteria.
“If it falls into the hands of those who are not entitled, it is a pity and causes social jealousy among those who do not receive it, even though they are struggling,” he said.
Tito said the trial process for implementing e-government for the distribution of social protection programmes was not only carried out in Banyuwangi Regency, but has also been implemented in Gianyar Regency, Bali.
Based on monitoring results, Tito said the system is capable of producing accurate, real-time, and transparent data.
“If it falls into the hands of the right people, social assistance is effective and efficient in helping the community, especially amid the current economic pressures,” said Tito.
