Social Affairs Ministry Launches Virtual Disability Card

The government has officially issued Government Regulation (PP) No. 31 of 2026 on Concessions for Persons with Disabilities and Incentives for Companies, on 2 July 2026. The regulation is a derivative of Law No. 8 of 2016 on Persons with Disabilities.

Following up on the rule, the Ministry of Social Affairs (Kemensos) has begun issuing the Disability Card (KPD). Minister of Social Affairs Saifullah Yusuf (Gus Ipul) said the KPD is the main instrument for persons with disabilities to enjoy concessions of at least 20 per cent across nine strategic sectors, spanning education, transport, health, assistive devices, housing and utilities, employment, entrepreneurship, tourism and culture, and sport, in line with the regulation.

“Recipients of concessions are persons with disabilities who hold a Disability Card, or KPD,” he said in a written statement on Thursday (30/7/2026).

The minimum concession set under the regulation is 20 per cent, with larger concessions given to persons with disabilities who require companions in the transport, culture, tourism and sport sectors.

He explained that the KPD is issued on the basis of the National Socio-Economic Single Data (DTSEN). From that data, officers conduct verification and validation of information in the field, which is then entered into the National Data on Persons with Disabilities (DNPD).

“Its basis is DTSEN; once verified, the National Data on Persons with Disabilities will be issued. I sign it, and only then will the Disability Card be issued,” he added.

He revealed that of nearly 15 million persons with disabilities in DTSEN, Kemensos is carrying out verification and validation in the field. To date, more than 4 million persons with disabilities have been verified and issued Disability Cards.

“Of the nearly 15 million persons with disabilities in DTSEN, we then carry out verification and validation in the field. Alhamdulillah, as of today more than 4 million have been verified and issued Disability Cards,” he said.

He is targeting the issuance of the KPD to be completed, or reach 100 per cent, by 2027.

“We are targeting more than 50 per cent this year, and hopefully next year 100 per cent of all persons with disabilities will have received the Disability Card,” he said.

Persons with disabilities not yet registered in DTSEN can update their data through the Cek Bansos application or via the Next Generation Social Welfare Information System (SIKS-NG) at their local kelurahan office.

“Or through our call centre 021-171 or our WhatsApp centre 0877-171-171. That is our WhatsApp centre for any kind of data update, including for persons with disabilities,” he explained.

In addition, the public can independently check by accessing cekbansos.kemensos.go.id via mobile phone or computer. The steps are to enter the National Identity Number (NIK), fill in the available captcha code, and select the data search menu.

The search results will display the name, decile level, social assistance status and KPD status. If the KPD status shows “Yes”, the person’s data is registered and they can download their virtual card.

New users can select the “create new account” menu on the Cek Bansos application, then complete their NIK, Family Card number, name, email address, telephone number and a self-photo according to the requirements.

After ensuring all the data entered is correct and the account has been successfully created, users can log in using the registered username and password. On the main page, select the virtual KPD. The virtual KPD will be displayed and can be saved in PDF format by selecting “download card”.

If the data is incomplete, users can read and agree to the displayed statement, then complete the photo, religion and blood type fields, and select submit and send.

Meanwhile, if the KPD status shows “No”, it means the user is not yet registered as a virtual KPD recipient. Users can apply for registration or data updates through their local kelurahan office or social affairs office.

He further said that during the transition period, persons with disabilities who do not yet have a KPD can still use a disability certificate or previous supporting documents to obtain concessions.

“The transitional provisions in Article 30 mean persons with disabilities who do not yet have a KPD remain entitled to receive concessions by attaching a disability certificate from a health facility, community health centre or general hospital, or other documents that could be used before this regulation came into force. Transitional documents remain valid until the KPD is issued and handed to the person concerned,” he said.

On that occasion, Gus Ipul also signed a decree on the National Data on Persons with Disabilities.

According to him, the enforcement of the regulation is tangible proof of the presence of the state under President Prabowo Subianto’s leadership in guaranteeing welfare for all people, including persons with disabilities.

“We are grateful this could finally be realised as part of the government’s commitment under President Prabowo’s leadership. This government regulation is certainly a concrete manifestation of the state’s presence to guarantee equality, independence and welfare for all citizens without exception,” he concluded.

Also present at the socialisation event were Kemensos Secretary-General Robben Rico, Director-General of Social Rehabilitation Supomo, National Disability Commission (KND) Commissioners Jonna Damanik, Fatimah Asri, Kikin Tarigan and Deka Kurniawan, as well as a number of disability community organisations, including the Indonesian Association of Persons with Disabilities (PPDI), Pertuni and Portadin.
