Social Affairs Ministry Launches Virtual Disability Card

The government officially issued Government Regulation (PP) Number 31 of 2026 concerning Concessions for Persons with Disabilities and Incentives for Companies on 2 July 2026. This regulation is a derivative of Law Number 8 of 2016 on Persons with Disabilities. Following the regulation, the Ministry of Social Affairs (Kemensos) has begun issuing the Disability Card (KPD). Social Affairs Minister Saifullah Yusuf (Gus Ipul) stated that the KPD is the primary instrument for persons with disabilities to enjoy a minimum 20 per cent concession across nine strategic sectors, including education, transportation, health, assistive devices, housing and utilities, employment, entrepreneurship, tourism and culture, and sports. “The recipients of the concessions are persons with disabilities who possess a Disability Card or KPD,” he said in a written statement on Thursday (30/7/2026). The concession rate is set at a minimum of 20 per cent and is higher for persons with disabilities who require companions in the transportation, culture, tourism, and sports sectors. He explained that the KPD is issued based on the National Single Socio-Economic Data (DTSEN). From this data, officers will verify and validate information in the field and enter it into the National Data on Persons with Disabilities (DNPD). “The basis is DTSEN, after verification the National Data on Persons with Disabilities will be issued. I sign it, then the disability card is issued,” he added. He revealed that out of nearly 15 million persons with disabilities in DTSEN, the Ministry is conducting field verification and validation. To date, more than 4 million persons with disabilities have been verified and issued a disability card. “From the nearly 15 million persons with disabilities in DTSEN, we then carry out verification and validation in the field. Alhamdulillah, as of today, more than 4 million have been verified and issued a disability card,” he said. He is targeting the issuance of KPD to be completed or reach 100 per cent by 2027. “We are targeting more than 50 per cent this year, and hopefully 100 per cent next year so that all persons with disabilities have obtained a Disability Card or KPD,” he stated. For persons with disabilities not yet registered in DTSEN, they can update their data through the Cek Bansos application or via the Next Generation Social Welfare Information System (SIKS-NG) at local sub-district offices. “Or through our call centre at 021-171 or our WhatsApp Centre at 0877-171-171. This is our WhatsApp Centre for any data updates, including for persons with disabilities,” he explained. Additionally, the public can check independently by accessing the cekbansos.kemensos.go.id page via mobile phone or computer. The steps involve entering the National Identity Number (NIK), filling in the available captcha code, and selecting the data search menu. The search results will display the name, decile level, social assistance status, and KPD status. If the KPD status shows ‘Yes’, the person’s data is registered and they can download the virtual card. Meanwhile, new users can select the ‘create new account’ menu on the Cek Bansos application. They then complete the process by providing their NIK, Family Card number, name, email address, phone number, and a self-photo according to the requirements. After ensuring all data entered is correct and the account is successfully created, users can log in using the registered username and password. On the main page, they select the virtual KPD. The virtual KPD will be displayed and can be saved in PDF format by selecting download card. If the data is incomplete, users can read and agree to the displayed statement, then complete the religion and blood type fields, and select submit and send. If the KPD status reads ‘No’, it means the user is not yet registered as a virtual KPD recipient. Users can apply for registration or data updates through the local sub-district office or social services agency. Furthermore, he conveyed that during the transition period, persons with disabilities who do not yet have a KPD can still use a disability certificate or previous supporting documents to obtain concessions. “The transitional provision in Article 31 states that persons with disabilities who do not yet have a KPD are still entitled to receive concessions by attaching a disability certificate from a health service facility or public health centre/general hospital, or other documents that were already in use before this PP came into effect. The transitional document is valid until the KPD is issued and handed over to the person concerned,” he said. On the occasion, Gus Ipul also signed the Decree (SK) for the national data on persons with disabilities. He noted that the implementation of this PP is tangible proof of the state’s presence under the leadership of President Prabowo Subianto in ensuring welfare for all citizens, including persons with disabilities. “We are grateful that this has finally been realised as part of the government’s commitment under President Prabowo’s leadership. This government regulation is certainly present as a tangible manifestation of the state’s presence to guarantee equality, independence, and welfare for all citizens without exception,” he concluded.
