SNPMB Committee Discovers UTBK Cheating Services Fees Up to Rp700 Million
The National Student Selection Committee (SNPMB) has revealed that fees for proxy test-takers in the 2026 Computer-Based Written Test (UTBK) under the National Selection Based on Tests (SNBT) system can reach hundreds of millions of rupiah. SNPMB Chairman Eduart Wolok stated the highest recorded fee was Rp700 million, with some cases ranging from Rp300 million to Rp400 million.
“Proxy fees vary, but according to our findings, they range from around Rp300 million to Rp400 million, and some cases reach Rp700 million,” Wolok said during a press conference at the Ministry of Higher Education, Science, and Technology in Jakarta on Monday, 25 May 2026.
The SNPMB recorded 27 cases of proxy services during this year’s UTBK. All cases were detected before or during the exams, preventing candidates from proceeding further. Wolok said the cheating patterns this year differ from previous years; in 2025, irregularities were only identified after the exams, whereas in 2026, the practice was detected as early as the registration and data verification stages.
“This year, we have been able to detect the practice even before and during the exam period,” he added. According to Wolok, proxy services are now highly organised and involve extensive networks, with evidence of data falsification suspected to involve criminal elements in the student admission process. “This proxy service is structured, organised, and not limited to just the proxy takers themselves,” he said.
During the press conference, Wolok also noted that most candidates using proxy services applied for medical programs, with cases predominantly occurring on the first and second days of the exam when medical students were scheduled to take the UTBK.
The SNPMB confirmed that candidates proven to have used proxy services will face a blacklist from all state university admission channels. The committee is currently reviewing whether the penalty should last three years or be permanent.
