Small-scale business

Referring to the article published in Pikiran Rakyat, Oct. 11, 1994, headed Pengusaha Penerima Dana BUMN, Dipungli (Illegal levies collected from entrepreneurs receiving state owned companies funding). As an observer of development of small-scale business, I would like to make the following comments.
* In the context of realizing a just and prosperous society, development of small-scale businesses constitutes part of the program for eradicating poverty. The whole society has the responsibility to participate in this effort. The involvement of state owned companies in this program is an honor to the business.
* The fund obtained from the state owned company should be properly used so as to bring about great advantage. To this end, cooperation of all parties is essential.
* Cooperation must be taken to mean that it should not create a new bureaucracy, which only tends to make distribution of the fund difficult. This means that additional cost in obtaining the fund must be eliminated.
* The objective of the development of small-scale businesses is to create healthy business relations, so that small companies may have the opportunity to accumulate larger funds which hopefully make them grow to be more competitive. Therefore, we are of the opinion that any form of illegal cost is counter productive to the development of small-scale businesses.
