JAKARTA — The creation of quality jobs in the national manufacturing sector is at risk of being hampered by uncertainty over long-term investment targets. The disparity in local labour absorption threatens to slow the reduction of unemployment in industrial regions.

According to the Ministry of Manpower’s website on Sunday (5/7/2026), oversight of foreign corporate expansion is being tightened periodically. This tactical measure is being taken to ensure that every influx of capital delivers a tangible impact on the welfare of the surrounding community.

To this end, the central government has begun conducting direct physical reviews of strategic projects in the West Java industrial area. The periodic evaluations are focused on monitoring the consistency of meeting quotas for the absorption of skilled workers at the regional level.

“Every new investment holds strategic meaning for the government in efforts to expand job opportunities. Our focus is to ensure that business growth is directly proportional to the availability of quality jobs for the Indonesian people,” said Deputy Minister of Manpower Afriansyah Noor.

Furthermore, projections for the increase in operational capacity at the food raw material factory must be reported openly to the relevant agencies. Initial records of this new infrastructure expansion have only accommodated a small fraction of the total target for domestic labour absorption.

“The Government emphasises that this commitment to labour absorption must continue in a measured way in the subsequent stages of investment,” the Deputy Minister stressed.

On the other hand, the guarantee of workers’ normative rights must be strictly safeguarded to prevent industrial disputes that could harm the business climate. Strengthening internal communication forums between management and labour unions is an absolute prerequisite that corporations must fulfil.

“The Government continues to encourage every business entity, including PT Givaudan Indonesia, to prioritise the principle that investment success must provide broad benefits, especially for the welfare of workers and the surrounding community,” concluded the Deputy Minister.

In reality, the realisation of labour absorption in the initial phase of the global brand’s manufacturing project was recorded at only 60 people. This minimal initial intake is considered far from the long-term projection, which targets the accommodation of up to 400 new workers.

Ultimately, the effectiveness of job creation by multinational corporations depends heavily on the strict enforcement of legal sanctions by regional manpower agencies. Without rigorous supervision of fair wage regulations and the guarantee of normative rights, the influx of foreign capital will merely exploit strategic domestic land without delivering a significant leap in welfare for local workers amidst global economic competition.
