Sleman Regent Requests Students Sign Contract to Avoid Street Violence

The Sleman Regency Government is currently processing a contract policy for students within its region to ensure they do not involve themselves in street crimes, commonly referred to as ‘klitih’.

“In this process, we are coordinating the draft wording with the police and the provincial government, similar to how I create employment contracts between civil servants and the regent, up to the provincial level. Once it is cleared, I will implement it,” said the Regent of Sleman, Harda Kiswaya, on Tuesday (1/9).

In addition to ‘klitih’, Harda stated that this contract includes an agreement for students to avoid participating in mass brawls.

Harda noted that the primary basis for formulating this contract is the high rate of ‘klitih’ cases in the Sleman Regency area.

Furthermore, Harda received information regarding certain schools where students frequently participate in brawls. On the other hand, Harda also received reports of parents defending their children involved in such brawls. Harda mentioned that some parents refuse to believe their children are involved, insisting they were merely invited by peers.

“This means, as feedback for me, that parents must be informed and made to understand. That is why the statement letter will require the acknowledgement of parents or guardians,” he added.

Therefore, Harda continued, the letter will be signed jointly by students and their parents or guardians. This policy will apply to junior and senior high schools, necessitating coordination with the Special Region of Yogyakarta (DIY) provincial government, which holds the relevant authority.

Harda stated that the contract also outlines severe consequences or sanctions, including expulsion (drop out), if a violation of the agreement is proven.

“This is a solution-oriented step to address the problem, ensuring that juvenile delinquency is not solely the government’s responsibility. It is an effort to invite parents to help supervise their children. I am also using studies to strengthen this,” he said.

Separately, the Head of the Sleman Regency Education Office, Mustadi, explained that the contract is an implementation of the Sleman Regent’s Instruction (Inbup) Number: 400.2.4.1/0099/2026 regarding the Prevention of Juvenile Delinquency, Violence, and Radicalism for Students in Sleman Regency. This instruction was issued on 13 August 2026.

Mustadi stated that the instruction has been socialised. The contract aims to mitigate risks so that students avoid all forms of juvenile delinquency, violence, and radical ideologies.

“It is purely preventative, to ensure the children remain committed,” he said when contacted on Tuesday.

However, Mustadi noted that reaching the stage of imposing sanctions would require a review mechanism first.

“The goal is simply to prevent children from engaging in such actions,” Mustadi concluded.
