Dozens of protesters demonstrated at the Land Office (BPN) of Sleman Regency on Wednesday (10/6/2026). The crowd, claiming to be part of the Sleman Notary Employees, PPAT, and Freelancers Association, accused the BPN of delivering sluggish services. Various protest posters were displayed in the lobby of the Sleman BPN office, reading ‘Luwih Suwe Gawe Sertifikat Daripada Gawe Omah’ (It takes longer to make a certificate than to build a house) and ‘Penak Jaman Biyen Pak Opo-opo Suwe Terus2no Pak Aku Rapo2x’ (It was better in the old days, sir; everything takes so long, keep it up, sir, I don’t mind).

The protesters conveyed five main demands. Firstly, regarding the Counter 3 service, applicants complained about the slow process of document correction, particularly for inheritance conversion and division. They noted a lengthy issuance time for the Deposit Order Letter (SPS) and lingering uncertainty regarding document requirements.

Secondly, at the document collection counter, applicants assessed that the service process took far too long and the information received did not match the data displayed in the ‘Sentuh Tanahku’ application.

Thirdly, concerning the validation service for Measurement Letters (SU), the public highlighted an overly long validation process. They also questioned the output of ten assisting personnel from the Regional Government who were previously engaged to help accelerate services.

Furthermore, regarding land conversion and plot division services, several issues were raised. Applicants complained about the slow issuance of the second SPS, an excessively prolonged work schedule for the committee, and operational fleet problems for the committee that were said to be still borne by the BPN.

Additionally, several technical issues were spotlighted, including communal garden problems, the process of dividing a second plot that had already undergone a title transfer, excess area resulting from conversion, prolonged issuance of measurement letters, and delays in issuing measurement assignments. Applicants also requested the BPN to provide clarification regarding the use of Model D and E Letters, review the policy on file revocation statement letters, and provide legal certainty for plot layouts and site plans until the certificates are issued. Finally, regarding lost certificate processing, they deemed the oath-taking schedule to be far too long, with notifications often given at the last minute.

In response, the Head of the Sleman Regency Land Office, Imam Nawawi, stated that the input would serve as an evaluation and explained several obstacles. ‘We have received the complaints. There were quite a few notes, but thank God they also gave appreciation, particularly for the services that have been running,’ Imam said. He cited human resource (SDM) constraints and elaborated that the document correction process experienced long delays due to repeated administrative errors found in documents submitted by applicants. Regarding certificate plotting validation, Imam appreciated the Sleman Regency Government’s support in providing ten additional assisting personnel, noting the extra staff helped accelerate a process that was previously a bottleneck. He affirmed that improvements would be made regarding the issuance of measurement letters and other sluggish services by adding personnel to sections experiencing backlogs.
