Six Population Documents That Can Now Be Processed Without RT/RW Cover Letters

Jakarta (ANTARA) - A number of population administration services can now be processed by the public without a cover letter from the neighbourhood association (RT/RW) or urban village (kelurahan). The policy aims to accelerate public services and make it easier for citizens to access population documents.

The Directorate General of Population and Civil Registration (Dukcapil) of the Ministry of Home Affairs explained that most administrative document processing no longer requires an RT/RW cover letter. Cover letters are only required under certain conditions, particularly for residents who are not yet in the population database and need to obtain a Population Identification Number (NIK) and be recorded in the Family Card (KK).

Here are several population documents that generally no longer require an RT/RW cover letter:

1. Electronic Identity Card (KTP-el)

Citizens recording or changing their KTP-el data do not need to bring an RT/RW cover letter. Applicants can process it directly at the Population and Civil Registration Office (Disdukcapil) by bringing the required documents according to the service needed.

2. Family Card (KK)

Processing changes or issuing a KK, such as changing family member data, adding family members, or changing certain data elements, can be done directly through Disdukcapil without a cover letter from the local environment.

3. Certificate of Change of Domicile

The process of moving residence no longer requires a cover letter from the RT/RW or kelurahan. Citizens simply submit an application to Disdukcapil with the required documents, such as the KK, and fill out a population transfer registration form. This provision refers to Presidential Regulation Number 96 of 2018 and Minister of Home Affairs Regulation Number 108 of 2019.

4. Birth Certificate

Making a birth certificate for a child or registering a birth can be done through Dukcapil services with supporting documents such as a birth certificate from a health facility, KK, and parents’ documents. An RT/RW cover letter is not a primary requirement for citizens whose data is already available in the population administration system.

5. Death Certificate

Processing a death certificate is also part of the civil registration services that can be done directly through Disdukcapil by attaching supporting documents in accordance with applicable regulations.

6. Child Identity Card (KIA)

Making a KIA for children is also an administrative service that can be applied for through Disdukcapil with family document requirements without needing an RT/RW cover letter, provided the resident’s data is already recorded.

The Ministry of Home Affairs emphasised that this simplification of requirements is part of efforts to improve the quality of population administration services. The public is expected to be able to directly access Dukcapil services, both face-to-face and through digital services provided by local governments.

In several regions, population administration services have also been developed online to speed up the document processing. The DKI Jakarta Provincial Government, for example, provides Dukcapil services through service counters and the Alpukat Betawi application to help citizens manage population administration.

However, certain conditions may still require an RT/RW cover letter, especially for residents who are about to be registered in the population database or require special verification regarding the validity of data.
