Kupang City Government held a Regional Apparatus Forum as part of the Consultative Planning Process (Musrenbang) for the 2027 Municipal Government Work Plan (RKPD) at Hotel Aston Kupang on Tuesday, 10 March 2026. A total of 994 development programme proposals were submitted from six districts.

Event Committee Chair Imelda Fonyke Nange explained that the Regional Apparatus Forum is part of the RKPD formulation process, aimed at aligning priority activity proposals from district-level consultations with the regional apparatus work plans and Kupang City’s development policy direction.

“Based on district-level consultative planning results, a total of 994 programme proposals were recorded, comprising 633 infrastructure proposals, 199 economic proposals, and 162 socio-cultural proposals,” Imelda explained.

According to her, the forum also serves as a platform to integrate community proposals with the legislative council’s key policy considerations.

“This enables formulation of local government work plans that are effective, efficient, sustainable, and oriented towards improving community welfare,” she continued.

Imelda noted that Kupang City Government has introduced several innovations in the development planning process, including allocation of indicative budgets totalling 500 million rupiah for each sub-district, and implementation of thematic consultations on stunting at district level as a response to genuine community needs and to accelerate stunting interventions in the region.

Regional Secretary Jeffry Edward Pelt, who opened the event, stated that this activity is an important component of participatory, directed, and integrated regional development planning. It simultaneously serves as a strategic forum for aligning various community development proposals with regional apparatus work plans.

“This forum is not merely a routine annual agenda, but rather a critical momentum in formulating Kupang City’s future development direction,” Pelt stated.

Every decision resulting from this forum will directly impact community life. Consequently, the regional apparatus forum becomes a strategic space for harmonising development programmes, strengthening cross-apparatus coordination, and ensuring every development plan is comprehensively interconnected.

“This forum serves as a platform to synchronise community aspirations gathered through consultative planning at village and district levels with local government development programmes, ensuring regional apparatus work plans are precisely targeted and deliver tangible benefits to communities,” Pelt said.

Through this forum, various community proposals gathered from village and district levels will be discussed with regional apparatus to be integrated with Kupang City’s development priorities.

“Thus, development planning is formulated not only from a technocratic perspective, but also genuinely reflects community needs and aspirations,” he stated.

The Regional Secretary also emphasised that the 2027 RKPD formulation is part of implementing Kupang City’s 2025-2029 Regional Medium-Term Development Plan (RPJMD), directed towards realising the regional development vision of “Kota Kasih as a Shared Home that is Advanced, Self-Reliant, Prosperous, and Sustainable.”

However, Kupang City Government still faces several development challenges requiring collective action, including poverty reduction, unemployment mitigation, acceleration of stunting reduction, and improvement of basic public service quality.

He therefore hopes that through this forum, development planning becomes increasingly sharp, focused, and supported by the commitment and synergy of all stakeholders.

“Good development is always born from collaboration. No single apparatus can work in isolation. We require cross-sectoral synergy, strong coordination, and active community participation,” he affirmed.
