Situbondo Government Clarifies Fence Issue, Oversees PT Kaixin Investment in Pecaron

The Situbondo Regency Government has ensured that the investment plan of PT Kaixin International Investment in the Pecaron area, Klatakan Village, Kendit District, must proceed in accordance with applicable regulations. The recent activity of fence installation by the company at the location is considered part of asset security and has not yet entered the hotel construction phase. Head of the Situbondo Investment and One-Stop Integrated Services Office (DPMPTSP), Dadang Aris Bintoro, stated that erecting a fence on land already controlled by an investor is a common practice to safeguard asset certainty and avoid potential future issues. “If the first activity carried out is the construction of a boundary fence on controlled land, it can be interpreted as an asset security measure,” Dadang said on Saturday (20/6/2026). Nevertheless, Dadang emphasised that the entire investment process must still fulfil the licensing requirements set by the government. Therefore, his office continues to provide assistance to the company so that all necessary documents and permits can be completed in an orderly manner. “The DPMPTSP has asked the company to remain orderly in processing permits according to statutory provisions, both permits for land areas and necessary permits for marine areas,” he said. According to Dadang, the Situbondo Regency Government is committed to creating a healthy investment climate and providing service convenience to investors wishing to invest in the region. The presence of investment is considered important to drive economic growth while opening job opportunities for the community. “The Situbondo Regency Government continues to be committed to helping prospective investors invest in Situbondo with ease of licensing, including business permits, Building Approval (PBG), and other permits in accordance with regulations,” he stated. Confirmed separately, PT Kaixin International Investment representative Elvira asserted that to date, the company has not commenced construction of the planned hotel in the Pecaron area. She explained that the company’s current focus remains on completing the legal aspects of the land and the licensing process before entering the construction phase. “We have not carried out hotel construction. The company’s current focus is ensuring that all land legal status and licensing processes can be completed properly. Activities on the ground are still limited to asset security,” Elvira said. According to her, the company is committed to complying with all applicable regulations as part of efforts to realise sustainable investment that provides benefits to the region. “We will comply with all applicable regulations. Once all aspects of land legality and licensing are complete, the company can then arrange the construction stages according to the submitted investment plan,” she said. The hotel construction plan by PT Kaixin in the Pecaron area is currently still at the administrative and legality completion stage. The company has confirmed that no physical construction activity has been carried out before all required permits are declared complete.
