Sinaksak-Simpang Panei Toll Road to Implement Tariffs, Operator Prepares 24-Hour Services
PT Hutama Marga Waskita (Hamawas) will soon implement toll fees for the Kuala Tanjung–Tebing Tinggi–Parapat (Kutepat) Section 4, specifically the Sinaksak–Simpang Panei segment, spanning 12.55 kilometres. This section was previously opened functionally during the 2025/2026 Christmas and New Year period and the 2026 Eid al-Fitra holidays, operating without fees for over a month.
President Director of Hamawas, Dindin Solakhuddin, stated that the tariff determination refers to the Decree of the Minister of Public Works Number 6938/KPTS/Mn/2026, dated 3 June 2026, regarding the Classification of Motor Vehicle Types and Toll Rate Amounts for parts of the Kutepat Section 4, Sinaksak–Simpang Panei segment.
According to Dindin, the presence of this toll road provides benefits to the community, particularly in reducing travel time, increasing inter-regional connectivity, and driving regional economic growth. The segment is also considered to facilitate smoother access to and from the Lake Toba tourism area.
“The Sinaksak-Simpang Panei toll road has previously operated without fees for more than one month since Friday, 1 May. During that period, public enthusiasm was very high, with the number of passing vehicles reaching 599,514 during the 2025/2026 Christmas and New Year period and 77,098 vehicles during the 2026 Eid al-Fitra period,” said Dindin on Thursday, 25 June 2026.
Hamawas stated that the road quality and the completeness of facilities on the Sinaksak–Simpang Panei Toll Road have been prepared in accordance with the Minimum Service Standards. Operational services are stationed 24 hours a day, including patrol teams, rescue units, towing officers, and paramedics.
“We have prepared operational service officers to duty 24 hours a day, ranging from Patrol, Rescue, and Towing teams to Paramedics. We have also equipped them with readiness training, fire simulation training on the toll road, and Vertical Rescue training,” said Dindin.
Prior to operation, the Sinaksak–Simpang Panei segment underwent Function and Operation Feasibility Tests and obtained a Certificate of Function and Operation Feasibility on 17 November 2025. The inspection involved the Ministry of Public Works, the Ministry of Transportation, and the Indonesian National Police. The segment also received a 5-star rating for its infrastructure readiness, service, and security.
Ahead of the implementation of tolls, Hamawas is conducting socialisation through social media, conventional media, radio, and outdoor media such as Variable Message Signs (VMS), banners, and billboards. The campaign covers driving procedures on the toll road, the use of Electronic Money cards, facility profiles, and the strategic benefits of the motorway.
Dindin hopes that this socialisation will increase public understanding regarding safety and driving ethics, including the importance of ensuring sufficient balances on Electronic Money cards before entering the toll road. Specific tariff amounts for each vehicle class were not detailed in the announcement.
Various maintenance and beautification works have been carried out routinely since 17 February and are targeted for completion by 15 March 2025.
