PT Hutama Marga Waskita (Hamawas) will soon implement tariffs on the 12.55-kilometre Sinaksak-Simpang Panei toll road section, part of the Kuala Tanjung–Tebing Tinggi–Parapat (Kutepat) Toll Road Section 4. The segment was previously opened functionally during the 2025/2026 Christmas and New Year holidays and the 2026 Eid al-Fitr period, and has been operating without tariffs for more than a month. Hamawas President Director Dindin Solakhuddin stated that the tariff determination refers to the Minister of Public Works Decree Number 6938/KPTS/Mn/2026 dated 3 June 2026 concerning the Classification of Motor Vehicle Types and Tariff Rates for the Kutepat Toll Road Partial Section 4 Sinaksak–Simpang Panei Segment. According to Dindin, the presence of the toll road benefits the community, particularly by reducing travel time, enhancing inter-regional connectivity, and encouraging regional economic growth. The road is also considered to improve access to and from the Lake Toba tourism area. “The Sinaksak-Simpang Panei Toll Road has been operating without tariffs for more than a month since Friday, 1 May. During that period, public enthusiasm was very high, with the number of vehicles passing reaching 599,514 during the 2025/2026 Christmas and New Year period and 77,098 vehicles during the 2026 Eid al-Fitr period,” Dindin said on Thursday, 25 June 2026. Hamawas stated that the road quality and facility completeness on the Sinaksak–Simpang Panei Toll Road have been prepared in accordance with Minimum Service Standards. Operational services are on standby 24 hours a day, including patrol teams, rescue, towing officers, and paramedics. “We have prepared operational service personnel who are on duty 24 hours, starting from Patrol Teams, Rescue, Towing Officers and Paramedics, and have also equipped them with preparedness training, fire simulation drills on the toll road, and Vertical Rescue,” Dindin said. Prior to operation, the Sinaksak-Simpang Panei Toll Road segment underwent a Function and Operation Feasibility Test and obtained a Function and Operation Feasibility Certificate on 17 November 2025. The inspection involved the Ministry of Public Works, the Ministry of Transportation, and the Indonesian National Police. The segment also reportedly achieved a 5-Star rating for infrastructure readiness, services, and toll road security. Ahead of the tariff implementation, Hamawas is conducting public outreach through social media, conventional media, radio, and outdoor media such as Variable Message Signs, banners, and billboards. The outreach covers driving procedures on toll roads, the use of electronic money cards, facility profiles, and the strategic benefits of the toll road. Dindin expressed hope that the outreach would improve public understanding of safety and driving ethics, including the importance of ensuring sufficient electronic money card balances before entering the toll road.
