The Regent of Sidoarjo, Subandi, and Vice Regent, Mimik Idayana, continue to strengthen their commitment to creating a clean and beautiful environment. One of the key strategies involves reinforcing integrated waste management governance, starting from the household level.

This commitment has earned national recognition, with the Sidoarjo Regency Government receiving the Waste Management and Beautiful Environment Award at the 2026 Batch II Regional Java-Bali Outstanding Local Government Appreciation event. As a result of this achievement, the Sidoarjo Regency Government has secured a fiscal incentive of Rp 1.5 billion. The award was presented by the Minister of Home Affairs, Muhammad Tito Karnavian, to Regent Subandi at the Nusa Dua Convention Centre, Bali, on Friday (28/08/2026).

This award serves as motivation for the Sidoarjo Regency Government to maintain and improve its waste management performance. The Head of the Sidoarjo Environmental and Cleanliness Agency (DLHK), Arif Mulyono, stated that the strengthening of governance will continue sustainably. “Following the guidance we received, we will maintain and, if possible, improve our waste management governance towards a beautiful Sidoarjo,” Arif told reporters on Tuesday (01/09/2026).

Arif explained that the Sidoarjo Regency Government is building an integrated waste management system. This system covers management from the regency level through the DLHK, down to sub-districts, villages, and Reduce, Reuse, Recycle Waste Processing Sites (TPS3R).

“We have built an integrated management system, starting from the regency level at the DLHK, down to the sub-districts, villages, and TPS3R,” he explained.

Efforts are also directed towards encouraging the community to sort waste starting from their homes. This includes socialisation and the development of waste banks in villages and sub-districts. Arif noted that his agency will develop a pilot project for household waste sorting, selecting one village in a specific sub-district to serve as a model for the programme.

This programme is expected to strengthen waste management synergy. Beyond encouraging community participation, the Sidoarjo Regency Government is also strengthening the management of TPS3R. Arif mentioned that Regent Subandi is serious about reorganising TPS3R, including aspects of management, financial governance, community participation, and infrastructure.

“The Regent is serious about reorganising TPS3R, including strengthening its management. This involves financial governance, TPS3R management, community participation, and strengthening technical elements and infrastructure,” Arif clarified.

The strengthening of TPS3R will continue through the optimisation of Special Financial Assistance (BKK) available in villages for 2026. “Regarding the Regent’s policy for 2027, BKK will also be a focus. There will be a 2027 BKK specifically for waste management,” he said.

The Sidoarjo DLHK is currently providing assistance in the planning proposal process through the Regional Development Planning Agency (Bappeda). The hope is that this support can be implemented at the village government level in 2027. This step is part of the Sidoarjo Regency Government’s efforts under the leadership of Subandi-Mimik to preserve the environment and realise a cleaner, healthier, and more beautiful Sidoarjo.
