Sidoarjo Regency Government continues efforts to manage waste through community-based innovations via Reduce, Reuse, Recycle Waste Processing Sites (TPS3R). This scheme is considered effective in making waste management more efficient while directly involving residents.

Acting Head of the Environmental and Cleanliness Agency (DLHK) Sidoarjo, Arif Mulyono, stated that this approach is one of the main strategies to reduce the burden on the Final Disposal Site (TPA).

“We have 209 TPS3R and around 200 waste banks in villages. Our focus is empowering communities through TPS3R,” said Arif in a written statement on Friday (17/4/2026).

He explained that TPS3R are managed by Community Self-Help Groups (KSM) or Village-Owned Enterprises (BUMDes) appointed by the respective village governments.

Through this scheme, the community not only becomes service users but also directly involved in waste management in their environment.

In its operations, one TPS3R typically involves around eight workers from the surrounding residents. The workers consist of a director, finance staff, to waste transport and sorting officers.

“The tasks of TPS3R range from collecting levies of Rp 20,000 to Rp 35,000 per household, waste transportation, sorting, to selling the sorted results,” he clarified.

From around 1,000 households, the volume of waste entering TPS3R can reach 1,500 kilograms per day, which is then sorted into organic and non-organic.

Organic waste is processed into compost, while non-organic waste with economic value is resold by the managers.

Overall, Sidoarjo’s waste production reaches around 1,200 tons per day. However, only around 500-600 tons are transported to the TPA.

Meanwhile, residue of about 40-50 percent from the sorting at TPS3R is sent to the Griyomulyo TPA in Jabon Subdistrict.

“The existence of TPS3R preserves the lifespan of our TPA so it does not fill up quickly,” he concluded.
