Sidoarjo Police's Public Service Mall Innovation Eases Community Access
Sidoarjo Police Chief Kombes Christian Tobing aims to leave a positive impression at every post, including at the Sidoarjo Police Resort. Through the Integrated Police Service Centre (SPKT) Mini Police Service Mall (MMPP), he wants the public to easily access police services. “To make things easier for the public, I had the idea to build a Mini Police Service Mall, which unites all Sidoarjo Police services in one place. So when people arrive, they come directly to our mini mall, and inside they can receive all the services available at the Sidoarjo Police Resort,” Kombes Tobing said on Friday (19/6/2026). He noted that the Sidoarjo Police MMPP is equipped with adequate facilities, such as comfortable waiting rooms that are friendly for breastfeeding mothers and persons with disabilities. Kombes Tobing cited improvements in services at the MMPP, such as processing Police Record Certificates (SKCK), whether renewing or creating a new one. The public no longer needs to move from place to place when dealing with the Sidoarjo Police. “This SKCK process is online, so when people arrive, they have already used our application… there is an application from the Sidoarjo Police where data and requirements can be filled in directly online. So when they arrive, they just pick it up,” he said. Through the Sidoarjo Police MMPP, Kombes Tobing has also improved reporting and complaint services. For instance, regarding reports on women and children protection (PPA) cases, handling at the Sidoarjo Police is no longer fragmented. “So when a case involving women is reported, there is a one-stop integrated service here, with representatives from the hospital, psychology services, and the prosecutor’s office sitting together to handle the case. Of course, in making her report, the victim will feel more confident and unafraid, thus gaining access to justice,” he stated. To ensure optimal MMPP service, Kombes Tobing routinely monitors the performance of his personnel assigned to the service mall. He has even installed CCTV in the MMPP, with the feed displayed on a screen in his office. “So in my room, there is CCTV directed straight at the service area. This allows me to supervise my personnel to ensure they do not engage in illegal levies or gratuities. This is the most important rule they must not break, and it must always be conveyed during roll call,” Tobing said. The direct supervision by Kombes Tobing was confirmed by Head of SPKT Sidoarjo Police, AKP Setyo Budi. He said Kombes Tobing often takes time to directly inspect the Sidoarjo Police MMP. “The Police Chief, in his spare time, takes the opportunity to check the public service mini mall. So the officers at the public service mini mall are always ready because he checks on the personnel at the MPP every day or every two days. So we have no choice but to be prepared,” AKP Setyo said. Meanwhile, Sidoarjo Police MMPP Service Ambassador Brigpol Novia assured that visiting members of the public will be served well. She said they will be greeted and directed to the counter they need. “We ensure the public receives fast, accurate service, and we always prioritise a friendly attitude towards the community,” Novia said. For persons with disabilities, officers will provide assistance and guidance from the car park until their business at the Sidoarjo Police MMPP is completed. One SPKT MMPP service user, Irawan, expressed his happiness with the service from the Sidoarjo Police MMPP Service Ambassadors. As a person with a disability, Irawan was impressed because he felt accommodated. “During my time here, from the initial assistance process, when I parked my motorbike I was greeted by a very caring service ambassador who brought a wheelchair from the car park, then accompanied me to take a queue number, and stayed with me during the report queue. The access was very good and very friendly,” Irawan said. Returning to Kombes Tobing’s statement, he hopes the Sidoarjo Police MMPP concept can be implemented at all police resorts across the country. He believes the one-stop service concept greatly facilitates public access to police services. “This is very good and useful for the entire community because they can easily receive services, it is time-efficient and effective, and we can monitor personnel performance in one place,” Tobing added.
