Sidoarjo Police's Public Service Mall Innovation Eases Community Access
Sidoarjo Police Chief, Kombes Christian Tobing, aims to leave a positive impact in his current posting at Sidoarjo Police Headquarters. Through the Integrated Police Service Centre (SPKT) within the Mini Police Service Mall (MMPP), he intends to make police services easily accessible to the public.
“To facilitate the community, I had the idea to build a Mini Police Service Mall, which unites all Sidoarjo Police services in one location. This way, when the public arrives, they can access all available services within our mini mall,” Kombable Tobing told media on Friday (19/6/2026).
He noted that the Sidoarjo MMPP is equipped with adequate facilities, including comfortable waiting areas that are accessible to breastfeeding mothers and persons with disabilities.
Kombes Tobing highlighted improvements in services, such as the processing of Police Record Certificates (SKCK), both for renewals and new applications. Citizens no longer need to move between different locations to complete their paperwork.
“The SKCK process is online. Once the public arrives, they have already used our Sidoarjo Police application to fill in their data and requirements. Therefore, upon arrival, they only need to collect the document,” he explained.
Through the Sidoarjo MMPX, Kombes Tobing has also enhanced reporting and complaint services. For instance, regarding cases involving the protection of women and children (PPA), the handling of such cases at Sidoarjo Police is no longer fragmented.
“For women’s cases, we provide integrated one-roof services involving hospitals, psychologists, and the prosecutor’s office, all working together to handle the case. This ensures that victims feel more confident and less fearful, thereby gaining better access to justice,” he said.
To ensure optimal service at the MMPP, Kombes Tobing routinely monitors the performance of officers on duty. He has even installed CCTV cameras in the MMPP, with the live feed displayed in his office.
“I have CCTV in my office that points directly to the service area. This allows me to supervise my officers to ensure there are no instances of illegal levies or gratifications. This is the most important rule that must be communicated to my staff during briefings,” said Tobing.
AKP Setyo Budi, Head of the Sidoarjo Police SPKT, confirmed that Kombes Tobing frequently conducts direct inspections of the MMPP.
“The Chief of Police takes time during his spare periods to check the mini public service mall. Consequently, the officers at the mall must always be prepared, as he checks on our presence every one or two days,” said AKP Setyo.
Meanwhile, the MMPP Service Ambassador, Brigpol Novia, assured that the public will receive excellent service. She stated that visitors will be welcomed and directed to their intended counters.
“We ensure that the public receives fast and accurate service, while maintaining a friendly attitude towards the community,” said Novia.
Furthermore, persons with disabilities will be assisted and guided by officers from the parking area until their business at the Sidoarjo MMPP is completed.
Irawan, a service user, expressed his satisfaction with the service ambassadors. As a person with a disability, Irawan was impressed by the ease of the process.
“During my visit, from the initial assistance to when I parked my motorcycle, I was welcomed by a service ambassador who was very caring, even bringing a wheelchair from the parking area. They assisted me in taking a queue number and accompanied me through the reporting process. The access was excellent and very friendly,” said Irawan.
Concluding his statement, Kombes Tobing expressed his hope that the Sidoarjo MMPP concept could be implemented in all police headquarters across the country. He believes the one-roof service concept is highly beneficial for the public.
“This is very good and useful for the entire community as it allows for easy access to services, time efficiency, and effectiveness, while also allowing us to supervise personnel performance in one single location,” added Tobing.
