Siak Civil Servant Scammed by 'Ruby Stone' Gang, Four Suspects Arrested
Siak Police Resort’s Criminal Investigation Unit uncovered a fraud and embezzlement case involving the sale of ‘ruby stones’, defrauding the victim of hundreds of millions of rupiah. Four suspects were arrested in the case.
The four suspects—UN, IS, DR (alias D), and YFP (alias Y)—were arrested at a house on Jalan Kuaran Gang Buntu, Bukit Raya Subdistrict, Pekanbaru City, early Monday (25 May). The victim, identified as Z (54), is a civil servant in Siak Regency.
Siak Police Chief AKBP Sepuh Ade Irsyam Siregar stated that the suspects operated in a highly organised manner, each assuming specific roles to convince the victim.
‘The suspects’ modus operandi involved deceiving the victim by claiming they were destined to own a ‘lucky ruby stone’ worth billions of rupiah. They then demonstrated the stone submerged in water, emitting a red glow to gain the victim’s trust,’ said Sepuh in a statement on Monday (1 June 2026).
The incident began when the victim, at the parking lot of RSUD Temgku Rafi’an Siak on Saturday (16 May), was approached by several unknown men who took turns. The suspects then offered the ‘ruby stone’ to the victim.
‘To convince the victim, each suspect played a distinct role—pretending to be a seller, intermediary, and even a ’boss’ from Singapore allegedly interested in purchasing the stone for up to Rp2.7 billion,’ he explained.
The deceived victim was directed to accompany the suspects to collect payment. During the journey, they persuaded the victim to bring another vehicle along with their original vehicle registration document (BPKB). The victim later sold their Toyota Innova at a Pekanbaru showroom for Rp50 million.
After the victim had the proceeds from the car sale in their possession, the suspects took them to a mosque for prayer. There, they were instructed to leave a bag containing Rp50 million in cash, a wallet, mobile phone, and other valuables in the suspects’ vehicle, under the pretext of not bringing items into the mosque.
After the victim finished praying, the suspects’ vehicles had vanished, and they only then realised they had been scammed.
Upon receiving the report, the Siak Police Resort’s Operational Team swiftly launched an investigation. Led by Satreskrim Chief AKP Raja Kosmos Parmulais, the team tracked the suspects. Around 1:00 AM WIB, they received information on the suspects’ location in Jalan Kuaran, Bukit Raya Subdistrict, Pekanbaru.
After conducting surveillance and surrounding a residential property, the team conducted a raid and successfully apprehended the four suspects.
During initial interrogations, all four suspects confessed to defrauding the victim using the ruby stone scam. They also admitted to committing a similar act in November 2025, defrauding another victim of Rp35 million.
In the case investigation, police seized evidence including ruby stones, cash, a Toyota Rush vehicle used by the suspects, multiple mobile phones, clothing worn during the crime, and other items suspected to be used in the scam.
The four suspects are currently detained at Siak Police Resort pending further legal proceedings, charged under Article 492 and/or Article 486 of Law No. 1 of 2023 concerning the Criminal Code.
Siak Police Resort has urged the public to remain vigilant against scams involving heirlooms, lucky stones, or investments promising high returns in a short time.
