Shadow Cabinet to Issue Report Card Assessing Prabowo's Performance
The Minister of State Secretary of the Shadow Cabinet, Feri Amsari, said the shadow cabinet plans to produce a performance report card on President Prabowo Subianto’s government at the three-year mark of his term. The report card will present the shadow cabinet’s perspective on checks and balances, supported by data and evidence.
“Hopefully they will be spurred on and made aware, and carry out better activities for public services,” said Feri at a Shadow Cabinet press conference in Central Jakarta on Monday, 27 July 2026.
In addition, the Shadow Cabinet will raise public funds to carry out programmes that the government is unable to deliver. For example, he said, building road access.
“Take the case that went viral. There is a school where pupils and teachers have to cross a river, so we will think about how to build something on the basis of public funds,” said the constitutional law expert from Andalas University.
Another example: if a village has poor-quality health services, the shadow cabinet will help. “With the same public funds, we will then make it a reality there,” he said.
According to Feri, the programme will be run in accordance with the Shadow Cabinet’s capacity and the public funds available. The shadow cabinet will later report on the public funds used.
Furthermore, the Shadow Cabinet will open dialogue with various parties. They will discuss programmes that the state ought to carry out and plan to travel around the regions, especially to university campuses. “We will dialogue with students about programmes that should rightly be done by the state,” said Feri.
He said the people are the president of the Shadow Cabinet. For that reason, the Shadow Cabinet will fight for constitutional rights that the state has failed to fulfil.
Feri said the Shadow Cabinet was formed because the current presidential system is in disarray. That chaos, he said, comes from the state itself. “There is a deputy speaker of the House of Representatives who reports the House’s work to the executive. There are ministers who report to a deputy speaker of the House,” he said.
Despite forming the Shadow Cabinet, Feri said the Red-and-White Cabinet of President Prabowo Subianto remains the official government. “It is our right to then hold them to account,” he said.
The shadow cabinet was formed by civil society, comprising academics and activists. A number of names have been selected to fill 15 ministerial posts in this cabinet countering the government of Prabowo Subianto.
Feri Amsari explained that this cabinet is not intended to seize power from Prabowo Subianto. The formation of the shadow cabinet, he said, is a response by civil society to the loss of checks and balances over the executive.
He said there is no formal opposition capable of counterbalancing the Red-and-White Cabinet, which is mostly filled by political forces from coalition parties. In fact, he said, Indonesia does not lack competent people who are ready and capable of running the government.
“Unfortunately, none of that can be realised because it is held hostage by political interests,” Feri said in his official statement, quoted on Saturday, 18 July 2026.
Feri assured that the formation of this cabinet is free of backing from political parties or politicians. He said all the work is voluntary and pro bono, or for the public interest.
